You have:

  • A first degree in Accounting or Finance, professional qualification such as ACCA or CIMA will be an advantage.
  • Minimum of 3 years relevant experience in a finance role in NGO environment.
  • In-depth working knowledge of accounting software packages, especially Sun Systems, Vision XL and Vision Executive.
  • In-depth working knowledge of Generally Accepted Accounting Principles (GAAP) and the WVI FFM.
  • Ability to perform complex financial analyses.

Purpose of the position:

To provide operational and analytical support for financial processes, including staff advance management, payroll disbursements, statutory returns, invoice processing, mobile money disbursements, PBAS commitments, asset management, and reconciliation activities. The role ensures accuracy, compliance, and efficiency in financial operations, supporting both internal and external stakeholders. Key Outputs/Responsibilities (Accountabilities and results)

1. Budget Coordination & System Integration (20%)

  • Lead the coordination of budget preparation for all cluster projects, consolidating inputs from field teams and ensuring alignment with strategic and donor priorities.
  • Upload approved budgets into Horizon and Impaq systems, validating data accuracy and ensuring system consistency.
  • Maintain audit-ready documentation of all budget uploads and revisions, supporting compliance and traceability.
  • Review and update Budgets on monthly basis to ensure that Support Offices/Donors commit all funds and ensure timely PBAS and sun systems data reconciliation

2. Cluster Financial Oversight & Reporting (20%)

  • Monitor burn rates across all projects in the cluster, identifying trends of under or over-expenditure and escalating risks to the Senior Analyst.
  • Produce detailed financial reports for each project and consolidate them into cluster-level summaries for internal and donor use.
  • Prepare and present Field Financial Reports (FFRs) at the cluster level, ensuring clarity, accuracy, and responsiveness to stakeholder queries.
  • Conduct variance analysis across cluster projects, investigating deviations and recommending corrective actions.

3. Field Engagement & Operational Support (20%)

  • Conduct regular field visits to monitor financial implementation, build capacity, and resolve operational challenges with field teams.
  • Process beneficiary and stakeholder payments through approved mobile money platforms, ensuring proper authorization and reconciliation.
  • Review purchase requisitions for all cluster projects, verifying budget availability and compliance with procurement policies.
  • Review and process supplier’s invoices, ensure adequate supporting documents: delivery notes, beneficiary lists, certificates for construction works etc capture invoices into information sheet for sending to Shared Services Centre to ensure prompt processing of invoices within the payment terms. To process payments from Shared services and ensure that suppliers are paid on time.
  • Process petty cash system ensuring that replenishment is done on time

4 Staff Advance, Payroll & Statutory Returns Management (20%)

  • Manage staff advance requests, disbursements, and reconciliations, ensuring timely processing and compliance with organizational policies.
  • Oversee payroll disbursements and costing, validating payroll data and ensuring accurate allocation to relevant cost centers and projects.
  • Prepare and submit statutory returns (PAYE, VAT, Pensions, Withholding Tax, etc.), ensuring compliance with regulatory requirements and timely submission to authorities.
  • Collaborate with HR and finance teams to resolve payroll, advance, and statutory related queries, maintaining clear documentation for audit purposes.

5 Cluster Resource & Asset Management (10%)

  • Implement cost allocation methodologies for shared services within the cluster, ensuring fair and transparent distribution across projects.
  • Maintain and update the cluster asset register, monitor asset utilization, and support audits and disposals in line with policy.
  • Collaborate with program and logistics teams to ensure proper tagging, tracking, and reporting of cluster assets.

6 Follow-Up on Cost Recovery & SCR Monitoring (10%)

  • Track cost recovery performance across grants and projects, identifying gaps and initiating follow-up actions.
  • Monitor Support Cost Reallocation (SCR) ratios and ensure they remain within GC guidelines.
  • Collaborate with grant management and finance teams to improve SCR compliance and address under-recovery issues.
  • Prepare SCR analysis reports for management review and decision-making.

Qualifications: Education/Knowledge/Technical Skills and Experience

Working Environment / Conditions:

Work environment: Local travel to the community at least once a quarter.
