JOB PURPOSE

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to engage an experienced project manager experienced in facilities design and engineering, based in our Regional Bureau in Cairo (RBC), Egypt.

As such, WFP RBC requires the engagement of an experienced on-site Construction Designer, who will work with and report to Head of Finance & Administration as part of the Finance & Administration Unit. The main tasks required of the position will include management of a sub team of national officers, implementing sustainable and environmental friendly design concepts and processing suitable tender documentation within the UN and WFP specific environment.

The Consultant shall be able to demonstrate in-depth technical knowledge and experience required to identify, analyse and resolve complex Design and Construction issues, manage and direct projects and work streams, provide technical expertise, advice and solutions that support strategic results, and formulate new strategies and technical approaches where appropriate.

The Consultant should have vast experience in sustainable desing and construction of public infrastructure and medium scale housing projects. The Consultant assigned to this position will require experience in Design and Construction contract management, including knowledge and experience of international construction contract law, and FIDIC or related Design and Construction contract formats.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide technical advice and support in the RBC on the implementation of WFP policies,standards, norms and practices including Design and Construction activities and services toensure that outputs meet the established quality standards and are compliant with wider WFPpolicies, procedures, guidelines and operations.
  2. Provide technical support in the preparation and review of technical designs, drawings, BOQs,specifications and others related.
  3. Conduct site assessments of WFP facilities and develop remedial plans to ensure suitability tooperational purposes, safety, and efficiency of structures and equipment in line with WFPpolicies, criteria and standards.
  4. Provide construction supervision services; apply best practices, standards and innovativetechnologies, incorporating country-specific technical requirements that comply with WFPstandards and processes.
  5. Provide project management services, apply best practices, standards and innovativetechnologies, incorporating country-specific technical requirements that comply with WFPstandards and processes.
  6. Manage and conduct analysis of project proposals to ensure business case and technicalfeasibility and that project objectives are attainable within prescribed resources.
  7. Build the capacity of the administration team for continuous development and high performancein terms of facilities maintenance, sustainable and efficient facilities practices, etc.
  8. Establish and maintain partnerships with internal/external clients to effectively meet theirexpectations.
  9. Prepare, write and assemble project documentation for construction procurement actions,including drawings, technical specifications, briefs, scope of work, variation orders, and contractaddenda, for technical review and approval; this includes the preparation of supervision reports,to contribute to and/or manage variation orders, payments, evaluations, and support corporateconstruction procedures.
  10. Review and comment on third-party or other proposals, method statements and schedules,technical drawings, schematics, and computer-generated design reports.
  11. Assist in managing Quality Assurance and Quality Control procedures for construction projects.
  12. Prepare accurate and timely reporting on outputs to facilitate informed decision-making andconsistency of information presented to stakeholders.
  13. Provide technical guidance that support a successful construction procurement process.
  14. Contribute to preparedness actions, providing technical recommendations and guidance andmonitor the management of risks.
  15. Other as required.

DELIVERABLES AT THE END OF THE CONTRACT

Completion of the tasks assigned. Status of the projects at the date of the end of the contract. Projects design completion including construction details. Regular monthly project design progress reports including status of construction details according to scheduled time line. Status of the trainings performed to the national officers.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Civil Engineering/Architecture or related to design degree. Extensive or a relevant number of years of experience in the field will be accepted with another Advanced University degree in lieau of the above.

Experience:

10 years of relevant experience in designing environmental sustainable construction projects at increasing levels of responsibilities. Experience in developed countries or development countries is an advantage. Experience in an international organization, knowledge of procurement procedures including FIDIC contracts suite is a plus.

Knowledge & Skills

  • Good communication and leadership skills.
  • Knowledge and/or experience in construction design and supervision
  • Conflict management in teams, problem solving abilities.
  • Detailed knowledge of construction contract formats and contract management obligations.
  • Good knowledge of public procurement procedures; international contract formats and construction management procedures.
  • Advanced knowledge of general CAD / BIM software.
  • Archicad is preferred.

Languages:

Fluency (level C) in English is mandatory. Intermediate knowledge (level B) of a second official UN language is an advantage.
