How can you make a difference?

Under the supervision of the PM&E Specialist and overall guidance of the Deputy Representative, supports the planning, Monitoring and Evaluation Unite and Communication for Development team on programme monitoring and reporting by providing professional expertise and assistance in information/data collection, statistics, data analysis, and programme and financial reporting. The incumbent is responsible for improving the quality of the office reporting processes (Donor reports and Periodical reports as per corporate requirement) in both languages English and French. She/he is responsible also for contributing to fund raising office’s efforts by providing technical writing and editing for proposals.

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results. He or she shall undertake the following responsibilities:

-Lead all office’s reporting processes (UNICEF annual narrative report and donor reports in both languages: English and French) by coordinating rigorously inputs from programme sections taking in consideration reporting deadlines, providing technical writing and editing for result based reporting, working with programme sections to improve quality assurance of reports and ensure accuracy of data provided by partners and programme sections.

-Work with programme, communication and operations staff to ensure the quality of donor and organizational reports including background situation, overall UNICEF experience in relevant sector, objectives of specific donor contribution, target groups, results, constraints, appropriate financial statements, including relevant human-interest stories, and photography to illustrate UNICEF supported activities supported by the specific donor.

-Provide support for data collection and analysis systems to monitor behavioral and social change, and perceptions, strengthen social listening and community feedback mechanisms to regularly inform and update communication for development programming.

-Provide technical support to ensure that the Country Office has quality information/data to assess progress towards expected results established in work plans and Programme Documents. Contribute to the compilation of monitoring and evaluation information/data and make them available to PM&E Unit. Contribute to drawing on monitoring and analysis of key programme and management indicators. Assist in the preparation of reports on systemic issues, good practices or any other analysis or data related to programme implementation and/or evaluation, including programme performance, relevance, efficiency, effectiveness, and sustainability, as well as good practices in partnerships and collaborative relationships.

-Work with staff to ensure the quality of proposals for donors including background on the situation in the country and in the relevant sectors, action to date by UNICEF in this area, proposed activities, objectives, target groups, expected results, indicators, timeline for implementation and budget.

-Provide technical support to ensure that the monitoring and reporting capacity of Country Office staff and national partners – Government and civil society – are strengthened enabling them to increasingly engage in and lead monitoring and reporting processes. Providing relevant reporting templates and tools for quality of results-based reporting and demonstrate evidence to assess the progress made towards indicator targets and expected results of work plans and Program Documents/SSFA.

-Support overall donor relations including preparation of background information materials for meeting with donors, visits of donors and other special interest groups.

-Contribute to the planning and monitoring of the implementation of the office's knowledge and evidence generation activities (studies, research and evaluation) by keeping the Integrated Monitoring and Evaluation Plan (IMEP) up to date and sharing monthly progress reports updates in programme meetings.

To qualify as an advocate for every child you will have…

-A minimum university degree in one of the following fields: social sciences, development planning, statistical research, Communications or a related field is required.

- Professional work experience at national or international level as follows:

A minimum of two years of relevant professional work experience as team leader or team member in partnership management, Programme/Project management, monitoring reporting or related field is required.

-Fluency in English and French (writing and speaking) is highly required. Arabic is an asset.
