I. Organizational Context and Purpose for the job

As WCARO and the Senegal Country Office moved into shared premises in March 2016, the two offices intend to establish a Common Services Unit (CSU) in Operations (Supply/Procurement, Administration/Travel and Finance/Budget).This new structure will be created within the structure of the Senegal Country Office, where staff handling the local Operations of WCARO and those in the Operations section of the Senegal CO will form and be part of a CSU that will serve both offices in all areas of Operations.

II. Purpose for the job

Under the direct supervision of the Supply & Logistics Specialist, the Procurement Officer administers the supply chain management i.e., Supplies procurement, related institutional service contract, monitoring of UNICEF's supplies/services in support of both offices (Regional and country Office) within the Common Services context.

III. Key functions, accountabilities and related duties/tasks

Summary of key functions/accountabilities:

1. Undertake local procurement of programme and administration supplies in close consultation, guidance and supervision of Supply & Logistics Specialist and coordination with programme/ administration colleagues i.e., market surveys, supplier/vendor sourcing and evaluations, invite bids/quotations, tabulate/adjudicate, CRC submission, issuance of local purchase orders, monitoring payments to supplies and their performance and prepare monthly Local Procurement Status Reports.

2. Undertake institutional service contract of programme and administration related services, as appropriate in close consultation, guidance and supervision of Supply & Logistics Specialist and coordination with programme/administration colleagues, market surveys, contractor/vendor sourcing, invite bids/quotations, tabulate/adjudicate, recommendation for CRC submission and issuance of local service contracts, contract administration including monitoring payments to contractors and their performance, and prepare monthly Contract Status report.

3. Oversee supply/contract/distribution plan preparation in close coordination with programme and logistics colleagues, review and finalization of Supply Requisitions/Terms of Reference/Technical Bid documents/Request for Contracts drafted by Programme Section in terms of specifications, budgets, accuracy, corrections, amendment/adjustments etc. and advise requesting programme/Admin section on related matters.

4. In close consultation with supply assistants and under the guidance of supervisor, maintain close liaison with Supply Division and Regional Office colleagues on all offshore procurements in terms of new policies, LTAS for Direct Orders, accuracy of specifications, timely issuance of Local Procurement Authorizations and overseas Purchases Orders, Shipping Documents, budget adjustments, amendments and supply/logistics related communications.

5. Co-ordinate with logistics colleagues (Shipping Assistant, Warehousse Assistant) in sharing supply & distribution plans, offshore and local supplies order and arrival status to ensure logistics team carry out advance planning on receipt, tax exemptions, warehousing, in-country distribution, monitoring and preparation of status reports.

6. Maintain Vision supply monitoring system, with relevant reports, participate in preparation of Vision generated supply status required for donor reports, budget reviews, programme analysis, annual reports, appeals, routine supply information sharing within the office, etc.

7. Assist the Supply & Logistics Specialist in end-user monitoring of supplies whenever planned and necessary including training Government counterparts/NGOs on supply and logistics practices.

8. Liaise with Supply Division and Procurement Services customers in Senegal and as focal person ensure effective communication between them and necessary documentation.

9. Participate in events/meetings that build partnerships and collaborative relations with Government, UN organizations and bilateral counterparts in supply and logistics activities including harmonized and collaborative procurement.

10. Prepare relevant supply reports to facilitate advisory support to Governments/national systems in defining and determining supply solutions for children, such as use of procurement services; supply financing solutions; local market development; private sector engagement.

11. Support initiatives for promote critical thinking, innovative approaches and good practices on supply chain management within the organization as well as with externals to ensure effective and efficient supply chains for children.

12. Further to analysis of supply spend and related procurement strategies, support initiatives to ensure local market development where relevant.

To qualify as an advocate for every child you will have…

Education: University degree in Business Administration, Management, International Economics, Engineering, International Development, Contract/commercial Law or in directly related areas of specialization, including credited courses in supply, logistics, purchasing or contracting. Or, a recognized qualification in procurement and contracting.

Educational qualification in relevant areas (transport or logistics operations/management, supply change management, etc.)

Experience: Minimum 2 years of progressively responsible professional work experience at the national level in supply management, logistics, purchasing, contracting and administration and/or other related fields.

Language Requirements: Fluency in French and working knowledge of English is required.
