Org. Setting and Reporting The post is located in the Office of the High Commissioner for Human Rights (OHCHR) in Washington DC. The incumbent will report directly to the Chief of the Donor and External Relations Section in Geneva and to the Head of the OHCHR presence in Washington DC, as second reporting officer.

Responsibilities Within delegated authority, the External Relations Officer (Outreach & Partnerships) will be responsible for the following duties:

Deepens existing relationships with current partners in Washington DC, at the USA Administration, Congress and other stakeholders to ensure their sustained support to OHCHR’s mandate: - Designs an engagement strategy with current partners based on OHCHR’s Resource Mobilization and Partnership Strategy. - Engages with existing partners to ensure they are updated on OHCHR’s work, challenges and needs (including through organizing briefings, supporting visits from OHCHR senior managers and colleagues to Washington DC, participating in events of relevance to the Office, etc.) - Monitors and analyses funding mechanisms, calls for proposals and events, such as pledging conferences. Identifies and pursues opportunities to secure additional resources for OHCHR. - Oversees the development of expressions of interest, concept notes and proposals for prospective contributions, including the initiation, preparation and processing of grant arrangements. - Monitors and reports on agreed contributions and responds to ad hoc requests for information from partners.

Develops partnerships with new stakeholders in Washington, DC (within the USA Administration, Congress, think tanks, foundations, civil society, etc.) to ensure sustained support to OHCHR’s mandate: - Identifies opportunities for outreach, engagement, resource mobilization and collaboration, which are aligned to OHCHR’s mandate, and follows up on these opportunities with OHCHR headquarters for an appropriate response. - Designs an engagement strategy targeting key potential partners and actors in Washington DC, to enhance support for OHCHR and its work, based on OHCHR’s Resource Mobilization and Partnership Strategy. - Engages with/cultivates new partners to ensure they are familiar with OHCHR’s mandate, priorities and needs. - Prepares funding submissions and other relevant materials, responds to ad hoc requests for information from potential partners; monitors, analyses and follows up on funding opportunities.

Contributes to an office-wide consistent and coherent approach to partnership: - Ensures coherent messaging to partners in Washington DC by providing relevant advice to OHCHR senior managers and colleagues from headquarters and the field. - Develops and maintains deep knowledge and familiarity with current and prospective partners and relevant stakeholders, contributing to a database of key contacts for OHCHR. - Prepares various written outputs like briefing notes, strategic and position papers for senior management, as requested.

Assists the Chief of the Donor and External Relations Section and the Head of the OHCHR presence in Washington, DC in any other tasks related to the present terms of reference, as required.

ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education Advanced university degree (Masters or equivalent degree), in social and political science, public administration, business administration or management, economics, international relations, or related fields. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience At least seven years of progressively responsible professional experience in human rights/humanitarian or development work is required.

Out of the seven years, at least five years of experience in resource mobilization with governments is required.

Experience in developing partnerships with public and private entities is desirable.

Experience working in the United Nations common system or similar international organization, is desirable.

Experience working with government interlocutors or appropriation committees is desirable.

Experience negotiating with donors and/or Governments is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
