The Development Economics Vice Presidency of the World Bank (DEC) is the premier research and data arm of the World Bank. Under the leadership of the Chief Economist, DEC shapes the Bank's research and knowledge agenda, and enhances understanding of development policies and programs by providing intellectual leadership and analytical services to the Bank’s core operations, policy makers, and the broader development community. In DEC, the Development Policy Unit (DECDP) serves core front office functions for the VPU, supporting the Office of WBG Senior Vice President and Chief Economist. The Knowledge for Change Umbrella Program (KCP), housed in DEC and chaired by the World Bank Group Chief Economist, is one of the longest-running, dedicated research and knowledge programs in the Bank.

Since the establishment of the trust fund in 2002, the first three phases of KCP have supported more than 500 research and data projects, with total funding of more than US$80 million.

The Program Officer, Communications, will be a key member of the Trust Fund and Partnerships Team within DECDP, with primary responsibilities to provide programmatic, communications and event support for the front office and for the KC. The selected candidate will work under the supervision of and report to DEC’s lead for external partnerships and KCP’s Program Manager.

Main responsibilities of the ET Consultant are in the following areas:

• Research and Policy Communications

o Develop outreach strategies to drive social media traffic to KCP’s website and to KCP’s flagship products, including its Annual Report and blogs.

o Oversee the production of the content of KCP’s annual report, including developing outlines, drafting result stories, and managing design and publication processes.

o Capture and produce result and impact stories from KCP research projects; turn technical papers into communications products aimed at a wider range of audience; produce content for the KCP blog series; track key moments such as relevant global and regional events and international days to time publication to maximize communications visibility; regularly update the content of KCP’s website.

o Create monthly content calendars and ensure close coordination and collaboration between all relevant units involved.

• Event Organization and Implementation

o Manage the organization of KCP events, lead logistical preparations, draft communications, develop presentations and other background materials, conduct background research on existing and potential partners, and capture key takeaways for record keeping or wider dissemination.

o Support DECDP events including WDR dissemination activities, including project management of country engagement efforts.

o Create and maintain digital content such as landing pages, event registration pages, and other related resources.

o Design and produce promotional materials including fliers and brochures to support dissemination events.

o Leverage lessons learned to update the design of KCP events and activities.

• Partnerships and Fundraising Support

o Support the KCP Program Manager in developing partnerships and securing financial contributions to the trust fund.

o Assist in identifying potential donors and preparing proposals to attract funding.

o Help conduct research on expanding and diversifying the donor base and provide support to optimize fundraising strategies.

• Overall program Support: Provide general analytical and research support to KCP Program Manager and contribute to overall work program of KCP and DECDP as needed.

Selection Criteria

•At least 5-8 years of professional experience in relevant fields, such as economics, international relations, public affairs, or communications, etc.

•Master’s degree in communications, project management, economics or any related field.

•Ability to convey complex ideas in a clear, direct, and lively style.

•Proven experience to communicate effectively using multiple platforms: newsletters, blogs, social media, interactive forums.

•Strong understanding of economic research methodologies, policy analysis, and data collection and analysis methods, and strong analytical skills

•Understanding of overall trends in international development finance and the ODA landscape, knowledge of major development partners, partner country aid agencies, political economy, and motivation behind international development cooperation.

•Existing knowledge of the World Bank’s trust fund procedures rules and procedures would be a plus.

•Ability to work under stress and juggle multiple tasks with tight deadlines.

•Excellent interpersonal skills with willingness to work in a team environment.

•Master’s degree in communications, project management, economics or any related field.

•Proven experience to communicate effectively using multiple platforms: newsletters, blogs, social media, interactive forums.

•Understanding of overall trends in international development finance and the ODA landscape, knowledge of major development partners, partner country aid agencies, political economy, and motivation behind international development cooperation.

•Ability to work under stress and juggle multiple tasks with tight deadlines.
