Org. Setting and Reporting The post is located in the Donor and External Relations Section, External Outreach Service of the Office of the High Commissioner for Human Rights (OHCHR), in Geneva, Switzerland. The incumbent will work under the general supervision of the Chief of Section.

Responsibilities Under the supervision of the Chief of Section, the External Relations Officer (Fundraising) will be responsible for the following duties:

- Serves as focal point for a portfolio of assigned donors (governments, intergovernmental organizations, private donors) and others to generate and encourage the highest level of donor contributions by: Negotiating contributions and funding arrangements with assigned donors (governments, intergovernmental organizations, private donors) and other donors: preparing funding submissions; coordinating the presentations of strategies and programmes to the donors with OHCHR Divisions/Branches and field offices as appropriate, including during annual consultations; Reviewing and following-up of funding agreements with all donors; Traveling to capitals to discuss with interlocutors in the relevant Ministries or Headquarters of partners. - Develops and maintains key strategic partnerships with new donors (governments, intergovernmental organizations, private donors) in order to achieve a broad donor base for OHCHR by: Advising the High Commissioner, the Deputy High Commissioner, ASG-NYO (through the Chief of Section or Service) and other senior officers in the Divisions/Branches/Sections about fund raising strategies and issues and accompanying them on their missions to State capitals for fundraising purposes; Leading and developing, fund raising and outreach strategies for governments, intergovernmental organizations, private donors); Developing an in depth understanding of assigned donors' (governments, intergovernmental organizations, private donors) human rights, development and humanitarian policies and analyses opportunities for enhanced cooperation with OHCHR; Organizing and participating in donor briefings; traveling to capitals to discuss with interlocutors in the relevant Ministries or partners as appropriate depending on portfolio. - Contributes to ensuring an office-wide consistent and coherent approach to fundraising by: Providing advice to Divisions/Branches and field offices on office-wide fundraising policies, strategies and approaches. Keeping assigned donor profiles updated. - Accompanies the Chief, of Section and senior management as appropriate on their missions to State capitals or relevant donor headquarters for fundraising purposes; Preparing various written outputs like briefing notes, strategic and position papers for the senior management as requested. Drafting correspondence for donors; researching, compiling, maintaining and updating information on donor relations; Ensuring, in cooperation with the Programme Support and Management Services and other relevant units that UN rules and procedures are duly respected; Monitoring the use of contributions in order to provide accurate and relevant information to donors. Informs donors in writing or orally about implementation of ongoing projects and future planned needs in order to ensure maximum funding stability for OHCHR activities. Undertakes missions to the field offices in order to meet with the community of donors and coordinate fundraising activities with relevant staff members in the offices. - Contributes to the organizational effectiveness of OHCHR by: Representing the Chief of Section in relevant meetings (the Policy Advisory Group and the Programme Budget Review Board and other senior management meetings) when requested; Coordinating the work of the overall unit in various fields of activity including administrative matters (recruitment, budget, project management etc.). - Assists the Chief of Section in any of her/his tasks as required.

Competencies PROFESSIONALISM: Knowledge of project management and methodology. Knowledge of external and donor relations including experience with the donor community; knowledge of programme management; knowledge of the international community and the UN system especially regarding Financial Rules and Regulations; knowledge of and exposure to human rights/humanitarian or development issues and international affairs. Ability to identify issues, analyse and participate in the resolution of issues/problems. Capacity to analyse and assess as well as the skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the Internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Analytical and negotiation skills and sound political judgment. Drafting skills in at least English and another UN official language are essential. Ability to work under pressure and in a team. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations; and takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education Advanced university degree (Masters degree or equivalent degree), preferably in social and political science, public administration, business administrative or management, economics, international relations, or related fields. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience At least seven years of progressively responsible professional experience in human rights/humanitarian or development work, out of which five years of experience in donor relations and resource mobilization with governments is required.

Experience in the area of corporate social responsibility is desirable.

Experience in developing global partnerships with private donors is desirable.

Experience in negotiating with donors and/or Governments is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French or another UN official language, are required. Knowledge of a third UN official language is desirable.
