Org. Setting and Reporting This position is located in the Co-financing and Partnership Section (CPS), Public Affairs and Policy Support Branch (PAB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC). The External Relations Officer will work under the direct supervision of the Chief, CPS.

Responsibilities The incumbent will be responsible for contributing to and supporting the planning and implementation of resource mobilization activities in support of the UNODC Strategy 2021-2025 and the implementation of the UNODC fundraising plan. Within assigned authority, the incumbent will perform the following specific duties:

  • Actively manage UNODC relations with a portfolio of donor Governments and funding agencies, with a view to increase the level of contributions on a sustained basis; maintain official contacts with representatives of donors located in Permanent Missions and in capitals of Member States, to promote support for UNODC activities; maintain a regular flow of information with donors on relevant substantive issues and on the utilization of their contributions, coordinate with the Financial Resources Management Service and other offices involved.
  • Prepare corporate presentations for potential donors on various thematic and regional programmes.
  • Explore and propose public-private partnerships within the assigned portfolio and advise on new opportunities for public – private partnerships.
  • Monitor, analyse and maintain a thorough knowledge and understanding of UNODC's technical cooperation programmes so as to facilitate interaction with donors.
  • Monitor and advise on the implementation of the corporate fund-raising plan including corrective actions or new partnership opportunities.
  • Assess specific donor interests by analysing evolving donor policies and priorities, both nationally and internationally, as well as exploring new avenues of fund-raising.
  • Assist in the design and implementation of a coordination system to streamline and harmonize fundraising with donors.
  • Provide training to UNODC colleagues on how to draft effective fund-raising plans.
  • Advise partners on the funding modalities available.
  • Negotiate and prepare funding agreements and arrangements, follow up on their clearance and subsequent registration and management of the contributions; provide advice, support and guidance as needed, identify and solve any difficulties which may arise.
  • Promote fund-raising activities with relevant UNODC headquarter offices and those in the field, by providing guidance with regard to donors' priority areas of interest, including key programmes or thematic areas; Provide substantive contribution to the coordination of overall project/programme fund raising activities for donor consideration; Provide support in the evaluation of the effectiveness of fund-raising strategies and campaigns to recommend adjustments whenever necessary.
  • Organize and prepare a variety of written outputs, such as background papers, correspondence with governments, mission reports etc. including briefing materials for the Executive Director and Directors for their missions to capitals; donor profiles and analyses of funding trends of earmarked and un-earmarked funding.
  • Assist and advise field offices and global programmes on the development of their fund-raising strategies and related documents.
  • Provide substantive input for missions of the Executive Director and other senior staff, as appropriate, to donor countries; participate in fund-raising missions.
  • Manage UNODC initiatives to raise funds from and develop partnerships with the non-state sector by: (a) identifying new sources of funding in partnership with the private industry, foundations, civic groups and other organizations, and advising senior officials on possible approaches; (b) examining and implementing ways to leverage resources with non-governmental organizations; (c) promoting partnership and joint ventures with international financial and other institutions; (d) maintaining contacts with counterparts in other UN entities/offices.
  • Promote the image of UNODC through presentations and representing the Office at meetings, conferences and other occasions, as required.
  • Perform other work related duties as may be assigned.

Has good knowledge and understanding of technical cooperation, resource mobilization and development of partnership with governments, civil society organizations and the private sector. Has very good research, conceptual analytical and evaluative skills and the ability to identify and contribute to the resolution of problems/issues. Is familiar with enterprise resource planning systems or other similar systems. Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education Advanced university degree (Master’s degree or equivalent) in political or social sciences, business management, law, international relations, or a related field, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advance university degree.

Work Experience A minimum of seven years of progressively responsible professional work experience, including five years at the international level, involving technical cooperation and public relations/fund-raising is required. Experience in working with the UN system or similar international organization is desirable. Working experience with enterprise resource planning systems and fund management tools or other similar systems is desirable. Field experience in technical cooperation is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.

Special Notice This position is financed from extra-budgetary resources. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
