Org. Setting and Reporting This position is located in the Co-Financing and Partnership Section (CPS), Public Affairs and Policy Support Branch (PAB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will work under the direct supervision of the Chief of CPS.

Responsibilities The incumbent will be responsible for contributing to and supporting the planning and implementation of resource mobilization activities in support of the UNODC Strategy 2021-2025 and the implementation of UNODC fundraising plan. Within assigned authority, the incumbent will perform the following specific duties:

  • Provide policy and legal support in the elaboration, structuring and implementation of fundraising activities.
  • Identify potential sources of funding throughout the range of national/international and governmental/non-governmental organizations; present UNODC programmes to different partner audiences; maintain contacts with donors to promote support of UNODC activities; draw assessment of donors’ interest and make recommendations for exploring new avenues of fund-raising.
  • Develop funding agreements and arrangements; ensure consultations, input, and follow-up between all parties to agreements; provide legal advice on new funding agreements, discuss and resolve administrative requirements; facilitate due diligence of potential private sector partners, ensure dissemination of substantive reports and information required to meet donors’ needs.
  • Prepare presentations for new potential partners as well as established partners.
  • Contribute to the preparations for the Executive Director’s and relevant senior management travels to donor countries and organizations.
  • Attend, as required, meetings, and make presentations on the activities of the Programme.
  • Contribute to the maintenance of the established system of data and reports on contributions within existing systems of records including the UN ERP system (Umoja) and in line with International Public Sector Accounting Standards (IPSAS), their earmarking and the management of other pertinent information. Act as focal point for Umoja fund raising related training. Ensure the timely provision of reports on fund-utilization; maintain a system of up-to-date funding-related information; liaise with other concerned offices and work units and provide and obtain pertinent information.
  • Contribute inputs on fund-raising aspects to policy papers and substantive reports; undertake steps to promote priority assignment to drug and crime control in national and international development strategies by Governments, agencies and other potential partners; prepare or provide contributions for related policy and strategy papers.
  • Contribute to the development and follow-up of the UNODC-Latin America and the Caribbean (LAC) portfolio.
  • Perform other work related duties as required.

Education Advanced university degree (Master’s degree or equivalent) in business administration, marketing, political or social sciences, law, public relations, or related fields, is required. A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible professional experience in fund-raising and partnerships, including at the international level, is required. Experience in conducting effective consultations with public and private partnerships is required. Experience in providing policy and legal advice in fund-raising activities is desirable. Familiarity with ERP applications (such as SAP) is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Spanish is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice This position is financed from extra-budgetary resources. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
