You have:
- Advanced University degree in social sciences, public administration, law, public health, nutrition, international relations, business administration or related disciplines.
- Eight years of progressive professional work experience in program/project development, planning, implementation, monitoring, evaluation and administration.
- Field level experience in emergency response with UNICEF.
- Experience in responding to Ebola outbreaks is preferred.
- Fluency in verbal and written English or French; knowledge of another UN language or local language is an asset.
Contract

Since two years, countries in the ESA region have experienced an alarming increase in the number of new, or re-emerging humanitarian emergencies, including public health (including Ebola, Crimean Congo hemorrhagic fever, yellow fever, wild poliovirus, and Cholera), armed conflicts and natural disasters emergencies.
An outbreak of Sudan Ebola Virus (SDV) started in September 2022 and spread to 9 districts in Uganda, elevating the risk for cross border spread to neighboring countries (Tanzania, Rwanda, South-Sudan, Burundi, Kenya and DR Congo).
UNICEF ESAR has prioritized the critical need to support countries to rapidly scale up capacity to prevent, mitigate, and manage ongoing and anticipated emergencies as well as to enhance capacity for preparedness and response to these emergencies.
Purpose
The purpose of this external announcement is to attract suitable Emergency Ebola Coordinator Officer candidates interested in working in any of the countries within UNICEF's East and Southern Africa region to respond to Ebola outbreaks for the next 36 months.

How can you make a difference?
Key activities & duties
Assists the Representative in the EVD emergency operations oversight and program management to ensure that the planning, funding, budget, management, reporting, and field presence coordination are managed efficiently and effectively with clear accountabilities. Provide advice and elevates issues related to the EVD response to the CO Snr Management for decision making as required.
Leads the assigned UNICEF office Ebola response efforts in ensure prompt and coordinated UNICEF response in line with the assigned Country office EVD response plan.
- Liaises with key stakeholders from Ministry of Health, WHO and other line ministries to ensure alignment to and contribution of UNICEF response to Government /WHO led plans.
- Maintains continuous, effective and strategic coordination, communication, consultation and liaison with Government, UN agencies, NGOs, donors and allies to appeal for multisector aid for children and women with focus on the special needs resulting from the EVD emergency situation developments.
- Identifies implementing/operational partners and establishes implementing arrangements, including swift development of quality Humanitarian Programme Documents (HPDs) and budgets supporting EVD emergency response. Ensures that the UNICEF support is effectively provided to the government with respect to sectoral coordination aligned with cluster approaches and based on the CCC for children in emergencies.
Represents UNICEF in humanitarian forums at the strategic level and keeps management informed of all humanitarian developments, including situation developments, potential threats and opportunities/issues in partnership.
Ensures proper visibility of UNICEF contributions in various coordination forums at national and sub-national/district level.
- Supervises and provide guidance to district liaison officers and ensure adequate UNICEF participation in coordination efforts at national and sub-national level.
- In collaboration with key UNICEF country offices in ESARO colleagues and the ETF, provide quality review and guidance to the development/ adjustment of UNICEF EVD response plans, including discussing and identifying opportunities for integrated/cross-sectorial interventions. Establishes longer-term requirements of the emergency operation/interventions.
- Support the planning and development of more regular operational and staffing needs, including surge capacity.
Assesses local conditions resulting from the emergency situation affecting children and their families in the country. Leads and/or participates in needs assessment missions in collaboration with other partners to determine priorities and an appropriate intervention by UNICEF. Coordinates with CO Sections Chiefs and/or Emergency focal points to support the overall analysis of sectorial needs and advises COs on priorities, strategies and standards to address response needs and activities.
Ensures quality review of inputs for humanitarian appeals and updates related to emergencies as well as the development of quality project proposals for the EVD emergency response. Works with program sections and senior management to mobilize donor response funding.
- Provide oversight and quality review of donor reports and human-interest stories related to the EVD humanitarian response. Plan and organize donor missions
- Participates in UN Country team emergency response efforts, as required, and contributes to assessing the crisis and humanitarian situation in the country with special regard to the survival, protection and wellbeing of children, adolescents and women.
- Participates in telecons, and media communication on Ebola (as needed)
Coordinated with the different sections within UNICEF and ensure integrated sector response to the need of the children
Provide capacity building and orientation of staff on EVD preparedness and response

Education
Advanced University degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.
Work Experience
- Eight years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.
- Field level experience in emergency response with UNICEF.
- Experience in responding to Ebola outbreaks is preferred. Specialized training/experience in emergency response management highly desirable.
Language Proficiency****:
Fluency in verbal and written English or French (depending on the country office's official language). Knowledge of another UN language or a local language is an asset.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF.
