UNICEF Banda Aceh is looking for WASH Officer under Temporary Appointment contract to support the delivery of high quality technical support to the implementation of sanitation and hygiene intervention that integrate with overall interventions to address maternal and child malnutrition in Aceh. In general, the WASH Officer will provide technical, operational and administrative assistance throughout the WASH programming process. The Officer prepares, manages and implements a variety of technical and administrative tasks, related to the development, implementation, monitoring and evaluation of the WASH output results of the Country Programme.

How can you make a difference? UNICEF Indonesia has been supporting government of Aceh to address maternal and child malnutrition issue using multi-sector approach since 2018. The approach has been introduced in selected districts of Aceh Province namely Aceh Jaya, Sabang, Aceh Singkil and Simeuleu. One of the supporting sectors that may contribute for prevention of maternal and child malnutrition issues is sanitation. The reduction of open defecation practices and hygiene promotion on Hand Washing with Soap and other baby WASH messages to caregivers/mothers is a part of the supports. It has been delivered through implementation of Community Based Total Sanitation (or called STBM) programme that are combined with other community-based essential nutrition, and health services with parenting support and locally funded social protection programme for children. On the other hand, UNICEF Indonesia also committed to support government of Indonesia to achieve Open Defecation Free (ODF) target by 2024 as set in the new RPJMN 2019-2024. The achievement of Aceh ODF will provide significant contribution to Indonesia as Aceh OD population includes in the highest top ten across provinces in Indonesia. Therefore, since 2018 UNICEF Banda Aceh office has synergized the reduction of maternal and child malnutrition efforts in selected districts with ODF movement at provincial level.

Under the direct supervision of the Chief of Field Office (CFO) in Aceh, supported by WASH team in Jakarta Office, UNICEF is hiring a WASH officer to support the delivery of high quality technical support to the implementation of sanitation and hygiene intervention that integrate with overall interventions to address maternal and child malnutrition in Aceh. In general, the WASH Officer will provide technical, operational and administrative assistance throughout the WASH programming process. The Officer prepares, manages and implements a variety of technical and administrative tasks, related to the development, implementation, monitoring and evaluation of the WASH output results of the Country Programme.

MAIN TASKS AND RESPONSIBILITIES:

1. Advocate at subnational level based on the local evidence and based on provincial WASH benchmark exercise to prioritize investments in the WASH sector as a part of integrated model to address child and maternal malnutrition
2. Support capacity building under WASH intervention for the key government staffs, cross sectoral stakeholders and front-line staff
3. Provide technical guidance and support to local authorities and implementing partners (e.g. NGOs) on water, sanitation and hygiene issues to enhance quality and sustainability of the project.
4. Liaise with local counterpart authorities and implementing partners on project design, progress and effectiveness including monitoring the flow of cash assistance and supply.
5. Liaise with other sectors such as Nutrition, Health, Child Protection, Social policy and collaborate to achieve holistic results for children and women particularly in addressing child and maternal malnutrition.
6. Undertake regular visits to UNICEF project sites, assess local conditions and resources, and monitor UNICEF inputs and the planned results.
7. Organize project review meetings and attend other project related meetings, prepare notes and undertake follow-up action and coordination related to project implementation and monitoring.
8. Support knowledge management activities including capture lessons learnt, success stories, gather evidence and data of WASH impact on children and women, document and widely disseminate in coordination with other sector and WASH Jakarta team.
9. Provide updates for WASH indicators and building blocks progress as per project monitoring system requirements including timely input to donor reports and other required reports

EXPECTED DELIVERABLES WITHIN 364 DAYS:

1. By April 2021, subnational advocacy plan to local government and inception report on WASH situation analysis including use of a benchmarking tool are developed and shared to key stakeholders
2. By July 2021, the capacity building activities under WASH intervention such as STBM Stunting trainings to sanitarians in indirect districts and monitoring/data management/planning trainings are undertaken as per plan
3. By September 2021, quality implementation of WASH intervention on (1) STBM stunting implementation, (2) safely managed sanitation and hygiene behavior change campaign, and (3) WASH COVID responses and WASH Cluster strengthening are completed as per agreed schedule.
4. By end of December 2021, appropriateness and completeness of financial, administrative and supply documentation including HACT assurance activities are complied with UNICEF standard
5. By end of December 2021, the collaboration and coordination mechanism of the cross-sectoral malnutrition/WASH model at the provincial and district level are strengthened as measured by numbers of meetings attended by WASH and other key stakeholders
6. Trip reports containing program progress and results are prepared and shared with other staff members and relevant stakeholders maximum two weeks after the visit
7. Minutes of meeting or meeting reports are available one month after the meeting at the latest
8. By end of November 2021, at least one WASH Field Note and one video documentation on the replication strategy and best practices are developed
9. By end of December 2021, Inputs to all related donor reports and programme/ office monitoring system prepared before the agreed deadline.

To qualify as an advocate for every child you will have…

• A University degree in public health, social sciences, behavior change communication, sanitary engineering or other specialist field related to Water, Sanitation and Hygiene is required. Advanced University degree will be an advantage.
• A minimum of 2 (two) years of professional experience in Water, Sanitation and Hygiene -related programmes for developing countries. Additional professional experience on the above areas is desired.
• Have knowledge and experience related to the national sanitation programme, including PPSP, STBM, PANSIMAS, or other relevant community empowerment programme.
• Experience working with various stakeholders in WASH included local government, non-government organizations (NGOs), agencies and know it’s working system and the values.
• Computer skills, including internet navigation, teleconferencing, file sharing, and various office applications
• Fluency in English and Bahasa Indonesia.
