UNICEF Ukraine supports on-going education reforms to provide equitable access to learning opportunities, improve skills and learning outcomes for all children, especially the most disadvantaged and those in conflict-affected areas. These reforms will ensure that learning opportunities begin in early childhood so that all children and adolescents have the knowledge and skills necessary to thrive in adult lives and the world of work. Our goal is to ensure that all children in Ukraine enjoy their right to quality education appropriate for their age, and adolescents are prepared for adult life and the world of work. UNICEF priorities are aligned with the global UNICEF Education Strategy 2019-2030, national ‘New Ukrainian School’ education reform agenda and with key national draft policies such as Concept of Preschool Education Development, National Strategy of Inclusive Education 2020-2030 and National Youth Strategy 2020-2030

UNICEF has a particular emphasis on extending preschool education opportunities, improving the access and quality of preschool education for all children, including the most marginalized. Also, to cover the gap between the levels of learning that education system is providing and what children, communities and economies need, UNICEF Ukraine supports skills

development training and empowerment activities to strengthen non-formal education for secondary age schoolchildren (adolescents).

UNICEF also contributes to the national education reform process by introducing the concepts, methodologies and tools on competency-based learning, conflict-sensitive education and creation of inclusive, child-centered, participatory schools of equal opportunities for all. We support rigorous modelling of programmes to ensure that school culture is violence-free, conducive to learning, respectful of diversity, environment-friendly and where attendance and participation are promoted. To achieve that, UNICEF supports the MoES to implement the “Child-friendly and Safe School Concept”.

UNICEF promotes and fosters social cohesion between most vulnerable, including IDPs and ‘host community’ school-aged children. Education settings should continue to be welcoming, respectful, inclusive, and supportive environments to all. For that, UNICEF will organize sports and trainings in schools in the east of Ukraine, using the sport for development approach (S4D).

UNICEF focuses on generating knowledge and data on education disparities, reinforcing government and community capacity to monitor and improve access to and quality of education for all. We target advocacy and capacity building efforts to ensure that all children are learning in Ukraine and the out-of-school rates have decreased and all children affected by conflict attend schools.

How can you make a difference?

We are looking for national experts /consultants on one or several of the following areas:

  • Preschool education support in increasing access to quality and inclusive pre-school education, in particular in the implementation of pre-school models in selected communities in line with the recent law on pre-school education in 5 selected communities in Donetsk and Luhansk oblasts (models as per the Law on the preschool education).
  • Sport 4 Development. Promote social cohesion through Sport for Development (S4D) initiatives in schools in Donetsk and Luhansk oblasts (organization of a football tournament; coordination of capacity building activities, etc).
  • Safe and child-friendly school environment. Supporting implementation of the “Child-friendly and Safe School” concept in the selected 20 schools in Donetsk and Luhansk oblasts (assessments, conducting trainings, coordination, technical support of schools)
  • Education in Emergencies (EiE). Support Government of Ukraine in implementation of the Safe Schools Declaration (SSD); support development, adoption and promotion of the conflict sensitive approaches to education; mainstream Disaster Risk Reduction (DRR) into education section.
  • Adolescents and youth development: Support programs on youth and adolescents’ skills development through formal and non-formal education (with a focus on civic engagement, media literacy and financial literacy); and/or design services to support adolescents’ and youth emotional health.
  • Digital learning: Support the implementation of online\blended education solutions.
  • Monitoring and evaluation of education programmes.

The projects are implemented on national and regional levels (east of Ukraine).

The applications of the candidates who meet the minimum requirements will be assessed and most qualified candidates will be placed in the local consultancy roster for further utilization. The profiles of the successful candidates will be kept in the local roster for 3 years for consideration based on the programme needs of the office.

Deliverables:

1. Coordinating and supporting implementation of the project activities.

2. Providing technical expertise to policy documents

3. Designing training curricula and methodologies

4. Planning and organizing the events, trainings or tournament

5. Conducting training, presentations and facilitating workshops

6. Coordination and supporting hromadas and schools on implementation of project activities

7. Conducting desk reviews and mappings

8. Supporting the facilitation of needs assessments and project moniroting and evaluations

9. Supporting the development of online learning content (if needed)

10. Supporting the youth engagement activities, capacity building of youth and youth workers

11. Contribute to the development of questionnaires and provide inputs to project database

12. Provide expertise to the development of communication material

13. Designing advocacy and community engagement campaigns

14. Drafting lessons learned reports

To qualify as an advocate for every child you will have…

Education: Bachelor's degree in Education, Social Studies, project management, Communication and advocacy, International Development, Management of civil society organizations, Democracy studies, Environment protection, Ecology, Sustainable policy development, or related spheres.

Professional experience: At least 2 years of experience in the one of the thematic fields; Knowledge of MS Office; Experience in working with civil society organizations, local authorities, Government, think tanks, international organizations and UN agencies will be considered an advantage; Flexibility and ability to adapt to changing environment; Demonstrated ability to work well as part of a team and to forge and manage partnerships.

Language: Ukrainian - Proficient/Native [C2]; English is an advantage.

  • Excellent written and oral communication skills

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
