Background

The 2019 Independent Country Programme Evaluation for UNDP Malaysia, highlighted that, the current Country Programme integrated gender equality more prominently as a key result area of the programme and identified it as a strategy to enhance inclusive growth and sustainable development. Gender mainstreaming is increasingly getting traction with the stakeholders, despite uneven results across programmes, community and policy-making levels.

UNDP interventions under the IDG portfolio were generally successful in undertaking gender analysis through review of existing gender legislation and advocating for gender-disaggregated data. On the other hand, the SRD programme with its three streams of work, found it difficult to integrate gender beyond sex-disaggregated data and participation of women in some instances.

Overall, UNDP’s support for Gender Equality and Women’s Empowerment has been well received by the Government. But there is scope to enhance UNDP’s value proposition, seen as its ability to facilitate knowledge exchange with countries that have overcome policy advocacy and implementation challenges. UNDP is also expected to introduce innovative approaches.

On this front, UNDP Malaysia CO is planning to organize a UNDP Gender Retreat to bring together the entire team across all portfolios to discuss a gender mainstreaming framework within UNDP and explore integration of gender equality perspectives into all streams of development under the new Country Programme Document.

Duties and Responsibilities

SCOPE OF WORK

  • In consultation with UNDP Management Team, develop a practical methodology, processes and strategies for UNDP Gender Retreat methodology and processes.
  • Design the Retreat Programme and rationale; preparation and planning for workshop.
  • Design, administration and analysis of training needs assessment survey.
  • Lead and facilitate the UNDP Gender Retreat 2-day workshop.
  • Prepare the UNDP Country Office Gender Retreat Report.

DURATION OF ASSIGNMENT:

This contract is not a full-time individual contract. The number of working days required is estimated to be 18 days for the duration of the project from start of engagement. The duration of this contract is four (4) months (December 2020-March 2021).

The consultant will work in close consultation with UNDP Malaysia. He/She will report to the Assistant Resident Representative (Programme).

The consultant is expected to:

  1. Maintain confidentiality of the project findings and outputs at all times.
  2. Participate in meetings with the project team and partners, if required.
  3. Provide technical assistance and support to the project team in preparation of the policy paper.

Competencies

  • Experience in planning, designing and conducting civil society consultations / engagement using various facilitative approaches;
  • Sound knowledge surrounding gender analysis, gender equality and gender mainstreaming experiences
  • Experience in collating feedback and writing reports;
  • Good analytical skills and ability to work independently, as well as within a team;
  • Commitment to rights-based approach to development;
  • Ability to plan and produce quality results / deliverables to meet established goals;
  • Ability to generate innovative and practical solutions to challenging situations; and
  • Proactive and positive to critical feedbacks and differing points of view.

Required Skills and Experience

ACADEMIC QUALIFICATIONS:

  • Master’s Degree in gender studies or equivalent professional qualification in gender studies training/ facilitation management or design thinking with at least 5 years of experience, or
  • Bachelors’ degree in gender studies or equivalent professional qualification in gender studies training/ facilitation management, or design thinking certification, with at least 7 years of experience.

YEARS OF EXPERIENCE:

  • At least 5-7 years of experience in planning, designing and conducting civil society / stakeholder consultations and engagements, and writing similar reports will be an added advantage; and
  • Previous experience in socio-economic and developmental issues, particularly in the Malaysian context will be an added advantage.

LANGUAGE REQUIREMENT:

  • Proficient in written and spoken English and Bahasa Malaysia; and
  • Knowledge of other local language and dialects will be an added advantage.

If an Offeror is employed by an organization/company/institution and expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. CRITERIA FOR SELECTION OF THE BEST OFFER

Individual consultants will be evaluated based on the following methodologies:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
