Result of Service The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) is a Multilateral Environmental Agreement (MEA) whose aim is to ensure that international trade in specimens of wild animals and plants does not threaten their survival in the wild. With five additional Parties joining the Convention since 2013 – including the European Union – there are currently 184 Parties to the Convention (as of February 2022).

CITES regulates trade in over 38,000 wild species of plants and animals to ensure that international trade in listed species is sustainable, legal and traceable. Well-managed and effectively regulated trade in wildlife can contribute to long-term conservation and poverty reduction in developing countries, in particular in rural areas heavily dependent on wildlife without endangering the survival of the species traded. CITES is also a leading provider of primary data on sustainable use of biodiversity.

CITES has numerous programmes which are results of official Decisions taken by the Parties such as the CITES Tree Species Programme (CTSP). CTSP aims to provide direct financial assistance to Parties in taking conservation and management measures to ensure that their trade in timber, bark, extracts and other products from CITES-listed tree species is sustainable, legal and traceable. In order to provide tailored information to their stakeholders, the CTSP programme has created a standalone website on the WordPress CMS (in the three CITES working languages English, French and Spanish). However, to be in line to the standards set by the UN, it is required that the website be converted into the Drupal CMS in the three languages. This also ensures business continuity as CITES has in house capabilities to maintain Drupal websites.

Expected duration The website is to be completed within three (3) months from the start of the contract. Start of contract to be as soon as possible

Duties and Responsibilities The consultant is required to migrate the CITES-CTSP project website (cites-tsp.org) from the WordPress CMS into Drupal 9. The functionalities of the website will be detailed in a requirements document and the consultant is required to perform the following: a) Produce a mock-up of the final website design on an appropriate tool; b) Create the website on the consultant’s own development server to demo the website; c) Create testing criteria and test extensively the functionalities of the website; d) Migrate the data from the existing website into the development server for validation. After validation by the CITES Secretariat, work with server hosts to deploy the website into the current production server.

Qualifications/special skills Remuneration level – Level B as per UN ST/AI/2023/4 on consultants

a) Required years of work experience:

Ten (10) years of work experience with at least seven (7) years’ experience with Drupal development

b) Field of work and area of specialty:

Required skills and experience - At least ten (10) years of relevant work experience in website design, and IT Project management. - At least seven (7) years of Drupal development - Demonstrated experience building responsive websites and user interfaces for websites and/or web applications using the Drupal CMS, PHP, HTML/HTML5, CSS/CSS3, Bitbucket and JavaScript/jQuery or other frameworks. - Advanced experience in creating custom Drupal modules and themes for a Drupal 9 configuration. Experience using Layout Builder, Symfony/Composer, Twig templates, and able to debug effectively. - Ability to architect enterprise Drupal solutions including data, display, and information architecture - Demonstrated ability to create clear and detailed mockups using a mockup tool. - Excellent interpersonal skills, client orientation and able to comply to project deadlines and tasks.

Desirable skills and experience - Ability to work within Scrum or Agile or familiar framework for project management to ensure timely delivery. - Experience in converting WordPress websites into Drupal before and have used the appropriate Migrate module. - Proven contributor in the Drupal community. - Drupal Developer certification.

c) Required education qualifications:

Academic Qualifications: Master's degree, preferably in Computer Science, Information Technology or Engineering or related field. A Bachelor's degree in combination with additional 2 years of experience may be accepted in lieu of a master’s degree.

d) Required knowledge of languages:

Fluency in spoken and written English is required. Working knowledge of French or Spanish is an advantage.
