OBJECTIVES OF THE PROGRAMME

The Programme Planning Coordination (PPC) unit under the Director, Programme Management of WHO Regional Office for South-East Asia Region has the following objectives :Under the areas of WHO policy, programme development and management (PPDM), the PPC unit is responsible to collaboratewith all concerned from WHO Regional Office and Country Offices and Member States for improvement of the process and capacity in policy and programme development and management, strategic planning, programme budgeting,Operational planning including workplan preparation, monitoring and reporting, programme assessments and related information systems . WHO Country Coordination mechanisms for planning and managing the WHO Collaborative programmes. Financial and Technical monitoring of the workplans and collaborative work of the Region. Organizing Independent evaluations of the impact and the effectiveness of WHO programmes in its Member States.

DESCRIPTION OF DUTIES

Under overall guidance of the Planning Officer and direct supervision of Programme Management Officer (PMO), with regular interaction with Programme Operations Officer as well as in close collaboration with the Budget Centres in SEAR countries, the incumbent will perform the following duties:

  1. Support development /refinement of the regional results measurement framework and WHO GPW PB output indicators, consolidating baseline, progress achievements and its monitoring
  2. Support development and regular stock take of implementation of the SEAR evaluation workplan and country office evaluations based on the corporate and regional guidance on evaluations
  3. Support regular monitoring of implementation of operational workplans from Budget Centers and prepare draft quarterly updates and support three level coordination of output delivery teams (ODTs)
  4. Coordinate the development of monitoring reports, documents, and communications e.g.,concept notes, guidelines, proposals, presentations, annual reports, etc.Introduce new approaches and methods in project monitoring and evaluation. Including development application and promotion of relevant tools for monitoring and reporting activities following SEARO and HQ guidelines and support training of the regional budget centers.
  5. Support preparations for and participate in-regional planning and programme management network meetings facilitated by PPC and the regional and global planning network meetings and follow up on the actions.
  6. Liaise and coordinate with the Planning Focal Points in all the SEAR Budget Centres on technical monitoring and reporting including guidance and training on regular monitoring using corporate tools, platforms and System for Programme Management (SPM), as needed.
  7. Consolidate and analyze information for preparation of reports on PB and evaluation workplan implementation for senior management and governing body meetings on PB
  8. Support PPC team on other functions related to planning and programme management, as required
  9. Perform any other duties asassigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school Desirable: Training in Planning, monitoring, evaluation, budget management along with Microsoft package operations and ERP software applications

Experience

Essential: At least ten years of progressive work experience in administrative positions of any international Organization, preferably in WHO Desirable: Experience and knowledge in analysis and consolidatingof data, reports and involved in preparing draft inputs for programme budget relatedagenda items, maintaining online and offline data bases, work supporting monitoringand evaluation phases of the operational cycle.

Skills

Very good knowledge of modern office proceduresand practices. Ability to draft non-technical correspondence, analysis of datasets under guidance, compile information and prepare summaries, take notes andproduce required drafts. Ability tocarry out a wide variety of office management tasks. Good knowledge of organizational structure oftechnical and support programme units. Knowledge of monitoring and assessment of programme budget, Business management systems egSystem of Program management, with particular reference to programme budget management and other tools required for Output Scorecard Assessment (OSC).

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,463,898 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
