Org. Setting and Reporting The Independent Evaluation Unit (IEU) is the custodian of the evaluation function at ITC. It is operationally located in the Strategic Planning, Performance and Governance Section of the Office of the Executive Director, as a distinct entity. The objectives of the IEU are to serve decision making of ITC management on selected policy and strategic areas, improve the performance and results, and therefore, enhance ITC’s position in the Aid for Trade arena.

Responsibilities Under the direct supervision of the Head, IEU and under the general guidance of the Chief, SPPG, the Evaluation Officer will be responsible for the following duties:

Conduct and/or manage evaluations that are impartial, independent, credible and meet professional standards. - Carry out evaluations of projects and assist in carrying out evaluations of programmes and policies; - Support effectively evaluations conducted by staff members and consultants; - Apply high professional standards in line with Evaluation Policy and UN Evaluation Norms & Standards; - Apply evaluation quantitative and qualitative data collection and analysis tools, techniques and approaches; - Keep abreast of developments in the area of evaluation including formal training on evaluation techniques and approaches.

Promote that evaluations are useful and that evaluation findings and recommendations are followed up. - Report to management on findings and recommendations of evaluations; - Participate in meetings, workshops and other discussion fora to establish a dialogue on evaluation results; - Ensure that evaluation results are taken into account for the continued implementation of projects/programmes; - Ensure that project/programme managers respond to recommendations and monitor the follow up on evaluations

Contribute to the promotion of the evaluation function in the ITC. - Review evaluation reports for quality control purposes; - Provide and/or assist in the provision of training on evaluation, self-evaluation, monitoring and results based management within the Independent Evaluation Unit and in other organizational units; - Provide advice/information/guidance to management and project/programme managers on evaluations.

Contribute to the effective deployment of human and financial resources of the Independent Evaluation Unit. - Plan evaluations and prepare evaluation budgets for individual evaluations; - Manage effectively and efficiently the use of resources for evaluations; - Select evaluation consultants based on post requirements; - Assist in the supervision of evaluation consultants.

    Competencies PROFESSIONALISM: Knowledge of United Nations Evaluation Group (UNEG) or other internationally accepted Ethical Guidelines and proven ability to ensure that ethics are incorporated into evaluation processes. Knowledge about UNEG or other internationally accepted Norms and Standards for Evaluation, and ability to apply them appropriately, seeking advice where appropriate; Understanding of current issues in evaluation theory and practice ; Knowledge of environment, human rights and gender equality and ability to ensure that evaluation design, questions and analysis incorporate this knowledge in most settings ; Knowledge of policy and programme monitoring, evaluation and mechanisms to promote learning within organizations ; Knowledge of utilization-focused evaluations and excellent ability to promote the engagement of users and evaluative thinking; Knowledge of assessing risk and building and applying contingency plans where relevant; Knowledge of trade-related technical assistance projects and programmes desirable. Shows pride in work and in achievements. Demonstrates professional competence and mastery of subject matter. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results. Is motivated by professional rather than personal concerns. Shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education An advanced university degree (Master’s or equivalent) in social science, economics, statistics or related field.

A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Qualification in the field of evaluation an asset.

Work Experience A minimum of five years of professional experience in evaluation is required.

Experience related to ITC’s mandate and activities is desirable.

Languages For the position advertised, fluency in English is required; Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
