Our team in the UK works to raise profile, deliver policy and practice change, and increase funding to help restore health, safety, education, economic wellbeing and power to people devastated by conflict and disaster. Since 2021, IRC UK has also provided integration services directly to refugees in England, a programme that is rapidly growing.

In Europe, the IRC also has offices in Berlin, Bonn, Brussels, Geneva and Stockholm.

The Purpose of the Role

The Economic Recovery and Development Technical Unit (ERD TU) is responsible for supporting the development, implementation, and monitoring of client-centered programs such as, but not limited to, cash and voucher assistance (CVA), rural & agricultural livelihoods, and enterprise development and employment promotion. The TU’s technical assistance to this wide variety of programs ensures quality and use of evidence-based practices; promotes innovation, diversity, equity, and inclusion; and drives data-based management and decision making.

As part of ERD’s thought leadership ambitions, two initiatives have been piloted:

1. 1. THE COMMUNITY OF PRACTICE FOR THE FINANCIAL INCLUSION OF FDPs

The Community of Practice (CoP) on the Financial Inclusion of Forcibly Displaced Persons (FDPs), is based on the multi stakeholder coalition that published the Roadmap for the ‘sustainable and responsible financial inclusion of FDPs’ during the first Global Refugee Forum in December 2019. The CoP since then expanded to a network with over 20 members from international organisations, humanitarian and development NGOs, governments/donors and academia. The aim of the Network is the dissemination and implementation of the Roadmap with the ultimate goal of improving access to and usage of adequate and appropriate financial services by FDPs.

2. 2. THE BUSINESS REFUGEE ACTION NETWORK (BRAN)

Established in 2018, the Business Refugee Action Network (BRAN) has been set up as an initiative for peer-to-peer business learning, information sharing and piloting. The IRC’s humanitarian perspective and expertise is key to the network’s action oriented and operational approach. BRAN's founding members are IRC, Virgin Unite, The B-Team, Ben and Jerry’s and the Tent Foundation.

The IRC is therefore looking for a qualified individual to lead coordination and further development of these critical initiatives and support the ERD team towards fulfilling policy and advocacy priorities in coordination with P&S and A&I.

KEY ACCOUNTABILITIES

The Policy Officer will lead the coordination for both the CoP and BRAN as well as support the ERD team towards fulfilling policy and advocacy priorities in coordination with Policy and Solutions (P&S) and Advocacy and Influence (A&I) teams.

Financial Inclusion CoP Coordination.

- Work with partners to implement and update the strategy for the CoP including clear objectives and activities as well as how this network will use existing platforms and collaborator groups that operate in this space.

· Support the organisation of dedicated workshops or side events.

- Support the development of a sustainability strategy for the network through fundraising, networking activities and potential linkages to other existing relevant networks/platforms. - Facilitating interactions among network members, scheduling calls and meetings, drafting agendas for these interactions. - Facilitate sharing of experiences, lessons learnt and success stories among members of the network. - Identify and reach out to interested and relevant stakeholders to join the network and sign on to the roadmap.

- · Identify relevant events and key moments as well as interested and relevant collaborators to ensure visibility of the network.

- Ensure visibility of the network and topic using different channels and collaborating closely with IRC Comms staff to promote stories on social media. (e.g., blog posts, articles).

BRAN Coordination: with the support of the BRAN founding organization representatives: ---------------------------------------------------------------------------------------

- · Facilitate founder organisation fortnightly meetings, and act as a convening chair.

- Manage network membership support and communications. - Provide content for communications material including the BRAN updates/newsletter, website, 2-pagers, social media.

- Coordinate internal working groups and manage IRC relationships with BRAN external partners in coordination with corporate partnership colleagues. - Manage the delivery of remote/ in person workshops and events as relevant with the support of corporate partnership team colleagues, playing a leading role in terms of coordination and logistics.

ERD team support: ---------------------

- Review and input into business development proposals that include policy & advocacy elements. - Advise and support the ERD team towards achieving their economic wellbeing programmatic and technical influencing priorities. - Contribute to refining policy priorities in coordination with P&S and A&I in the ERD Annual Plan. - Coordinating, monitoring and evaluation of organisational-wide influencing on economic wellbeing.

PERSON SPECIFICATION

Essential

- Experience and skills in dealing with varied stakeholders, networking and relationship building in political, academic, private sector or NGO settings and building effective coalitions and networks. - Experience of working with other NGOs in the humanitarian/ development/ refugee sectors in a coordination/ networking role. - Understanding of the discourse on conflict, fragile states, humanitarian, and development responses, forced displacement, Economic Recovery programmes, and financial inclusion in particular. - Strong understanding of the role of companies and the private sector in delivering tangible change for the people that IRC works to support. - Experience organising public events and conferences. - Excellent writing skills and the ability to translate complex material and data into clear and concise narratives, briefings, and reports. - Excellent interpersonal skills and proven ability to work independently and in close collaboration with team members from a diverse set of backgrounds around shared goals and contributing to a positive team environment. - Able to plan and prioritise activities and solid organizational skills// Excellent levels of personal organisation and ability to manage a varied workload. // time management skills - Demonstrated dedication to an anti-racist and Do No Harm approach, gender equality and inclusion. - Excellent ability to communicate effectively in English, both verbally and in writing.
