You have:

  • Advanced degree in atmospheric chemistry with emphasis on quantification of emissions.
  • A minimum of 7 years of professional experience in climate change, ozone depletion, and air pollution.
  • Extended knowledge in ozone layer protection, climate change and relevant atmospheric processes.
  • Experience in modelling techniques and analyses for quantification of emissions of ODSs and/or GHGs is required.
  • Fluency in English (written and spoken) is required.
  • Experience in the implementation of monitoring programmes is desirable.

    Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Ozone Secretariat is the Secretariat for the Vienna Convention for the Protection of the Ozone Layer and for the Montreal Protocol on Substances that Deplete the Ozone Layer.

The Ozone Secretariat of UNEP seeks a Scientific Specialist/Advisor to support the implementation of a pilot project entitled “Regional quantification of emissions of substances controlled under the Montreal Protocol”. The aim of the pilot project is to begin the process of closing the gaps in global coverage of atmospheric monitoring of substances controlled under the Montreal Protocol on Substances that Deplete the Ozone Layer. This is important in order to identify, quantify, and attribute unexpected emissions. It is also important to quantify known emissions. Continued and expanded monitoring will help sustain the achieved phaseouts of ozone-depleting substances, and quickly identify unexpected emissive activities to assure that the healing of the ozone layer is not jeopardized.

The purpose of this consultancy is to support the implementation of flask sampling measurement programs in one or two developing countries and the development and implementation of a collaboration plan for continuing observations, calibrations, data sharing and data analyses/modeling.

The Specialist/Advisor will be working under the overall coordination of the Executive Secretary and under the direct supervision of the Senior Environmental Affairs Officer. The specialist will also be working in close consultations with the Steering Committee overseeing the implementation of the pilot project.

Specific tasks and responsibilities

1. Proactive assessment of observations site selection and development; development of project document with the relevant institutions in the selected host developing country (-ies).

2. Quality control and curation of collected data at selected developing country site(s) for 10-15 ODSs and HFCs of interest to the Montreal Protocol; ensuring calibrations, performing atmospheric baseline comparisons and checking and flagging or correcting data for artifacts.

3. Quantification of selected chemicals emissions, performing statistical analyses, checking correlations among gases.

4. Assessment of other sites for suitability for long-term measurements.

5. Support to the Steering Committee in the development of a plan for collaboration with international programmes and bodies to enhance the project activities, results, sustainability and replicability. The plan should include collaboration on quality control and curation of data; supporting and enhancing international open-access databases and models; exchanging technical knowledge, operational expertise and calibration standards; and peer review of observational data and emissions modelling.

6. Preparation of quarterly reports on the progress of the tasks undertaken.

7. Regular communication with the Steering Committee and scientists involved in the project. Active participation in all meetings related to this project to make collective decisions.

Qualifications/special skills Advanced degree in atmospheric chemistry with particular emphasis on quantification of emissions.

A minimum of 7 years of professional experience working in a field relevant to climate change, ozone depletion and air pollution is required.

  • Extended knowledge in the area of ozone layer protection and climate change and relevant atmospheric and chemical processes is required.

  • Working experience in modelling techniques and analyses related to the quantification of emissions of ozone depleting substances (ODSs) and/or greenhouse gases (GHGs) is required.

  • Experience in the implementation of monitoring programmes and associated follow-up plans of action is desirable.

    Languages Fluency in English (written and spoken) is required.
