The Yemen Country Program was established in 2012 and currently implements integrated health, nutrition, environmental health (WASH), economic recovery and development, women's protection and empowerment, and education programming in eight governorates. The Country Program operates with its country office in Sana’a and its main field office in Aden. Other sub-field offices include Abyan, Hodeida, and Al Dhale, with the Al Dhale office covering Lahj, and the Abyan office covering activities in Shabwah.

Job Overview/Summary: ----------------------

Under the direct supervision of the EH Coordinator, the EH Manager (EHM) position is a senior-level management position (Based in Aden, and field visits are required). Reporting to EH Manager the EH Officer will take an active role in Environmental Health (EH) program activities. she / he will work in close collaboration with EHO in providing strong oversight, and technical and managerial support to ensure quality, effectiveness, and efficiency in need and analysis, design, implementation, monitoring, and evaluation of IRC’s WASH projects in South Governorates.

Major Responsibilities: ------------------------

- In collaboration with other members of the EH team, lead assessments and baseline studies in order to identify WASH-related health risks and priorities. - Lead technical assessments and prepare detailed designs, bills of quantities, and specifications of water supply and sanitation facilities to ensure required technical standards are met. - Work with other EH team members to ensure that the various aspects of the WASH response are integrated and form part of a coherent public health response. - Take account of gender, protection, HIV, the environment, and other relevant cross-cutting concerns in program design, implementation, and reporting; carry out activities in a way that reflects the needs of specific groups and individuals e.g. older adults, children, and people with disabilities. - Undertake regular and frequent supportive field visits, and monitor progress of activities. - Ensure that appropriate community institutions and groups are in place and community capacity is built up to take over and balance manage water supply and sanitation facilities. - Ensure accountability to donors and beneficiaries and share vital information to support program quality - Work with the EH coordinator to ensure accurate documentation of EH activities and lessons learned. - Provide monthly and reliable reports on WASH activities to the EH coordinator. - Coordinate WASH intervention with Partnership Coordinator, EH Managers in other governorates, Health, ERD, and Protection colleagues. - Liaise with HR in staff recruitment, and Finance Unit in budget preparation and utilization.

Coordination/Integration ------------------------

- Coordinate WASH intervention with Sub-National Cluster Coordinator and partners. - Closely work with the health unit to ensure that the mobile clinics have regular access to safe water and sanitation facilities. - Closely follow up and work closely with the supply chain unit in the timely procurement, selection, and inspection of EH goods and services. - Work closely and coordinate with IRC logistics, finance, and grant staff to ensure timely and compliant program activities and expenditures, including active participation in grant opening/closing and review meetings. - Collaborate closely with Finance Unit in budget preparation and utilization. - Coordinate WASH intervention with Partnership, Health, ERD, and Protection colleagues and participate in monitoring and guiding WASH activities that are implemented through partners.

Staff and other resource management ------------------------------------

- Involved in recruitment, training, and leading EH officers and technicians. - Work with the EH coordinator in planning for and leading the water and sanitation budget. - Ensure the accurate field-level management of day-to-day logistics, administration, and personnel activities (including any local, contracted personnel/daily labor) in accordance with national law and organizational guidelines. - Ensure that subordinate staff endorses the IRC code of conduct and acts accordingly.

Qualifications

Job Requirements: -----------------

- B.SC of civil engineering, hydrology, or public health engineering degree, master’s degree is an advantage. Leading WASH for 4 years without the said degree might consider. - Minimum of 4 years of experience in WASH program. - Good proposal and report writing skills. - Non-Governmental Organization (NGO) experience preferred, shown abilities in leading medium and large-scale WASH programs is a must. - Proficiency in English and Arabic.
