Job Description

BACKGROUND:

The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation, and development support to vulnerable people and communities in over 40 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Job Overview:

The EH manager is responsible for technical oversight & support of water, sanitation, and hygiene promotion projects, and building the capacity of EH staff mostly based in Assosa field office operation on WASH projects both at refugee camps and local community. The EH manager reports to the field coordinator and technically reports to the for country EH coordinator.

Major Responsibilities:

Coordination and representation

- Assist the coordination of EH projects in Assosa field office refugee camps, surrounding host communities. - Coordinate with Senior Hygiene Promotion Officer and Senior EH Manager other technical unit members to ensure targeted support from field, effective, and quality programming. - Ensure effective coordination of EH projects at camp level with the different partners including donors and monitoring agencies. - Represent IRC in the field by participating on different humanitarian emergency coordination forums for both the refugee camps and local community WASH projects. - Promote leadership, project integration and team building.

Project implementation:

- Ensure that EH projects are implemented in a timely and professional manner, according to goal, objectives, and indicators and in line with IRC and donor requirements and beneficiary needs. - Ensure proper documentation of EH activities and experience at camp level and share for field office & for concerned when required. - Maintain close contact with Managers and senior officers in IRC Assosa field camp sites to ensure effective technical, logistical and management support for all aspects of project implementation. - Conduct regular monitoring and technical support visits to project sites and camps. - Conduct needs assessments, project reviews, and post-project impact assessments as needed and directed.

Monitoring & evaluation:

- Maintain a regular system of project progress monitoring and evaluation. - Strive to increase program quality through all stages of implementation. - Develop and maintain systems to measure impact and quality of projects.

Capacity building:

- Monitor ongoing capacity building activities in the EH team, identify gaps and capacity building needs and propose targeted trainings to improve overall team capacity. - Mentor and support Assosa FO camp Senior officers and officers to increase their ability to perform effectively. - Organize and conduct trainings and workshops for IRC Environmental Health staff. - Support the EH field staff in designing & organizing training/workshops for members of the refugee and host communities.

Strategy:

- Remain abreast of new developments in the sector and disseminate ideas, tools and approaches amongst EH team. - Represent IRC EH at external and coordination meetings with IPs, IOs and donors. - Participate in strategic planning of the sector.

Proposals:

- Supervise/conduct needs assessments in the sector of water and sanitation, hygiene and health promotion when required. - Actively participate in preparation of proposals, especially log frame, technical description, and budget development.

Human Resources / Staffing:

- Identify staffing needs and assists with recruitment when necessary. - Assist in the orientation of newly arrived staff. - Support Field Coordinator, camp managers and senior officers with IRC performance reviews for camp-based staff. - Strive to improve and maintain overall team atmosphere and foster team-building relationships.

Supply chain /Finance:

- Liaise with IRC Administration, supply chain, and Finance Departments to ensure smooth operations and appropriate support to ensure smooth project implementation. - Raise and follow up on purchase requests, conduct equipment and materials inspections and ensure timely supply of materials to site. - Develop and maintain tools to monitor project progress, financial commitments, and expenditures against budgets as necessary. - Maintain budget plans & monitor spending for allocated EH budgets. - Monitor utilization of inventories and work closely with others on effective and efficient use of resources and old grants.

Reporting:

- Provide timely trip reports and/or monthly reports to field coordinator & EH Coordinator/Assistant EH coordinator. - Ensure and coordinates timely production of monthly reports by EH staff based on qualitative and quantitative indicators of project status. - Provide input as required to complete donor reports. - Other duties as assigned by the supervisor.

Qualifications

Educational Requirements:

- BA/MBA graduate (master’s Level preferred) in civil, water resource engineering, environmental or public health or another related field.

Preferred experience & skills:

- 4 years relevant experience in EH, preferably in a humanitarian setting (refugee camps, rural development, or emergency response) for first degree - 3 years relevant experience for postgraduate. - At least 2 years management experience. - Competent in Windows, MS office, & Auto Cad, Water Cad, Epanet, email and database experience. - Experience of supervising staff and interaction with international staff and partners and donors. - Proven management, project planning, organizational, interpersonal, and communication skills. -

Language Skills:

- Fluency in English, spoken and written.
