Background/IRC Summary:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary:

IRC provides primary health care and environmental health services in several refugee camps in Thailand. IRC and community-based partner organizations provide preventive and curative health care services in the camps, including primary health care, reproductive health, neonatal care and health education. As a critical component of disease prevention, the IRC ensures access to safe water improved sanitation and hygiene promotion Environmental health (EH) activities include maintenance of water supply infrastructure and chlorination systems, support to the maintenance of household sanitation including latrine desludging and replacement, solid waste disposal services, drainage works, vector control, hygiene promotion, provision of WASH services in health facilities to ensure quality of care.

Under the direct supervision of the EH manager, the EH Assistant is responsible for management of Sludge treatment Unit (STU) activity, the provision of efficient high-quality program support and administrative support the EH Program and staff in Maesot, Tak Province where this position is based as well as ad-hoc support to Umphang Office to ensure all programs are able to implement program activities.

Responsibilities:

1. Supervise and oversee the STU team, to implement routine activities for empty sludge in communities. 2. Ensure sludge truck and STU are operate in safety and security as following to IRC’s rule and regulation, control the impacts of activities on the environment and propose solutions to reduce. 3. Assist EH staff in HR, finance, logistics and procurement including preparation of Purchase request, follow up the lead time and deliverable of equipment and materials as requested by Program team. 4. Assist and provide support for regular EH inventory count and annual asset checking. 5. Ensure all EH equipment and tools in the camp are in good working condition and properly storage. 6. Assist and provide support EH staff to assessment and estimation cost of renovation and maintenance for IRC facility in the camp or other when necessary. 7. Support technical advice to LOG team in the camp to continue activities of maintenance and renovation for health facility. 8. Maintain a local operational communication network and good relations with field authorities (Camp Committee, MOI, etc.) and local CBO / organizations / INGO, etc., 9. Provide necessary information to EH Manager any information on the security situation or on any event that could impact IRC activities and / or could impact the safety of the teams. 10. Help to prepare rooms for meetings and other activities, as assigned. 11. Identify and report maintenance concerns, including but not limited to problems with plumbing, light fixtures, windows, doors, and cleaning equipment, as noted. 12. Perform other duties as assigned by supervisor related with EH and health activities.

Qualifications

Job Requirements:

Education

• At least a high school graduate or equivalent.

Work Experience and/or Demonstrated

• minimum 2 years of experience in an NGO environment or health services. • At least 3 years’ experience in driving with official driving license. • Experience in Sanitation work

Abilities

• Ability to drive 6 wheels truck and 4-wheel-drive vehicles safely on mountainous roads.

Skills

• Quick response time to program needs. • Computer literate with word and excel processing skills. • Strong skills in time management and task prioritization • Good interpersonal and communication skills • Team player • Good command of written and spoken Thai and Karen required. • Available of written English required, • Knowledge of Burmese is desirable

Certificates or Licenses: Valid 6 wheels truck driver license for at least one year.

Working Environment:

The position will be based in Mae Sot District, Tak Province with extensive travel to others field site.
