Org. Setting and Reporting

This position is located in the Environmental Technical Support Unit, Planning and Sourcing Support Section, Supply Chain Service, based in the United Nations Global Service Centre (UNGSC) in Brindisi. The incumbent will report to the Chief Environmental Technical Support Unit UNGSC.

Responsibilities

Under the direct supervision of the Chief ETSU, and in line with the established United Nations Rules and Procedures, the incumbent is responsible for supporting the implementation of the Environment Strategy for Peace Operations – Waste Pillar and activities pertaining to technical assistance. In fulfilling some of the duties and responsibilities, the incumbent may be required to travel to remote locations in field missions. Within delegated authority, the Environmental Engineer (Waste) will be responsible for the following duties: 1. Administration • Introduces and implements the DOS Environmental Guidelines in missions, and lead the waste working group. • Supports the implementation of the DOS Environment Strategy by providing technical support to field missions on request, subject to capacity, in the areas of waste management. • Provides guidance in accordance with DOS Environment and Waste Management Policies and host country environmental standards for the establishment and implementation of the mission’s environmental objectives and plans. • Support missions in the development of their respective budgets with focus on improving waste management systems, including hazardous waste. • Prepares consolidated reports on environmental actions of all mission sites and identifies problem areas to be addressed by the relevant Sections within the mission. 2. Planning • Reviews statements of work, contracts and services for engineering projects related to the disposal of waste, in accordance with international and local environmental standards. • Formulates and evaluates waste procedures and projects for accuracy, soundness, feasibility and cost. • Develops conceptual designs, feasibility studies and multi-year plans of waste management systems to be implemented in field missions • Prepares an environmental action plan, guidance materials and instructions aimed at achieving environmental objectives. 3. Implementation • Assesses existing waste management infrastructure in missions (including, but not limited to, local infrastructure) and proposes technical solutions to reduce waste-related risks. • Support the development of training activities aimed at building mission capacity to meet mission environmental objectives. • Develops and maintains liaison with other UN agencies, local authorities and Non-Governmental Organizations (NGOs) in the mission area. • Keeps up to date on environmental developments. 4. Undertakes travel to field missions up to three (3) months, as required, in support of UNGSC mission support team functions. 5. Performs other duties, as assigned.
