Function

In order to address these challenges, BWP aims at building the necessary capacity so that stakeholders are able to identify, prevent, and address relevant problems. In practical terms, this means that BWP operates on two levels: (1) Factory-level: build in-factory capacity to improve working conditions and establish management systems, and (2) institutional level: assist in building constituent capacity to achieve structural, sustainable change in labour administration, industrial relations and social dialogue systems.

Supervision and Guidance

The positions will work under the direct supervision of the Programme & Operations Officer of Better Work Pakistan. The Better Work Pakistan Programme Manager is the Responsible Chief, and the Country Director of CO-Islamabad, RO-Asia and the Pacific is the Higher-Level Chief.

Description of Duties

  • Line manage and supervise the work of the Enterprise Advisers, Training Officers, as well as administrative staff falling under his/her supervision;
  • Using Better Work’s Compliance Assessment Tool, independently conduct assessments of enterprises’ labour standards and management systems;
  • Provide high-quality, enterprise-level advisory services designed to improve enterprise performance;
  • Review the reports of other advisors as part of the Better Work quality assurance system;
  • Undertake supervisory duties and in-depth consultancy services on the basis of initial work done by NO-A Enterprise Advisers. Responsibilities will include coaching, facilitating management and worker management improvement committees, providing technical advice and conducting classroom-based training;
  • Supervise Enterprise Advisers NO-A officials to produce high-standard reports in English on (i) assessment findings, (ii) recommendations for improvement, (iii) enterprise improvement plans, (iv) progress reports, (v) reports to higher-level managers as a senior member of assessment teams;
  • Collaborate with technical specialists and consultants on various project activities;
  • Contribute creative ideas for programme development and serve as a senior national programme officer to the Programme Manager; draft portions of programme and budget proposals, objectives, programme reviews and evaluation. Monitor the progress of the programme by reviewing, verifying and analysing work plans, progress reports, final reports and other data relevant to Better Work Pakistan expansion and sustainability;
  • Plan, organize and facilitate consultative meetings, seminars and workshops with stakeholders, international and local buyer representatives, employer representatives, unions, donors and others;
  • Select, adapt and contextualize Better Work products for use at the individual enterprise level based on needs;
  • Provide technical advice and input into the development of Better Work research, products and strategies;
  • Provide leadership for the project’s monitoring and evaluation strategy, research agenda and knowledge management strategy;
  • Contribute to the financial sustainability strategy of the project, including encouraging the participation of enterprises and buyers in project activities, monitoring the situation of budget expenditures and revenues and making programmatic recommendations to Management for any revisions in strategy;
  • Manage all matters related to factory operations for Better Work in Punjab province under the supervision of the Better Work Pakistan operations manager in Karachi;
  • Other duties as required by the supervisor.

Education

University degree in human resource management, adult education, international development, law or other relevant fields, or equivalent in experience.

Experience

At least three years of professional experience in social dialogue, capacity building in the private sector in developing countries, corporate social responsibility (particularly in the field of labour standards compliance and remediation) or other relevant fields.

Languages

Excellent English and Urdu. Other native languages will be an added advantage.

Salary and Benefits

Grade: NO-B

Gross salary PKR 84,95,054.00 (minimum) rising to PKR 145,24,711.00 (maximum)

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is an international public sector employer, and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:

• Children's allowance (within age 21)

• Pension and Health Insurance (family) schemes;

• 30 working days' annual leave;

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of an exemption, in most cases, the tax paid will be reimbursed in accordance with an ILO document, which will be supplied upon request.

Competencies

i. Good team management skills, with a strong focus on building staff skills through a par-ticipatory approach. Ability to solve complex operational problems through negotiation and conflict resolution.

ii. Good communications skills, both oral and written and ability to deal with people with tact and diplomacy.

iii. Good analytical skills.

iv. Good knowledge of the national labour-related laws and regulations.

v. Good group facilitation, interpersonal and conflict resolution skills and capacity to deliver classroom training. Experience in industrial relations and building social dialogue be-tween management and worker representatives at the workplace is an advantage.

vi. Understanding of enterprise-level human resource, production and quality systems.

vii. Good understanding of corporate social responsibility and labour compliance issues in global supply chains.

viii. Ability to monitor the effectiveness of training and capacity-building initiatives undertak-en by partner organizations/ consultants.

ix. Good understanding of principles of gender equality and principles of equal opportunity and how these can be promoted as part of the responsibilities of the position.

x. Self-motivated and ability to work independently in an outcomes-based work culture as well as contributing to the work of a team.

xi. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

xii. Capacity to sensitively liaise and network with a range of stakeholders, including staff, donors, international buyers, government officials, management, unions and NGOs.
