Org. Setting and Reporting The United Nations Global Service Centre (UNGSC) provides critical Logistics, Geospatial, Information and Telecommunications Technologies services and Training to all peacekeeping and special political missions around the world.

The position is located in the Supply Chain Service, UNGSC, Brindisi, Italy. The incumbent will report directly to the Chief Engineer in the Sourcing Support Unit (SSU).

Responsibilities Responsibilities: Within the limits of delegated authority, the Engineering Technician will apply professional knowledge and expertise in performance of the following duties: Planning and assessment •Plans, schedules and supervises implementation of engineering projects such as: construction, refurbishment, installation, and maintenance. •Assesses requirements for the installation, repairs and maintenance of engineering equipment and/or buildings and infrastructure. On the basis of the assessment, drafts technical or assessment reports; determines work requirements, and issues work orders and work assignments to assistants and technicians. •Diagnoses problems and develops solutions for malfunctioning or defective engineering equipment or systems and/or buildings and infrastructure •Assesses requirements and develops standardized documentation/solicitation packages (i.e. technical specifications, SOW, BOQ, TEC) for the procurement of goods and for outsourcing support services, ensuring compliance with environmental standards and policies. •Provide input on mission requirements, procurement-plan and cost-estimates for budget and acquisition planning.

Operations •Supervises and coordinates the installation, servicing, maintenance and repair of engineering equipment, in compliance with recognized standards and regulations pertaining to safety and installation codes. •Inspects and reports on construction, installation and maintenance projects carried out either by contractors or tradesmen and staff under supervision. •Applies and ensures adherence to safety programs related to the safe operation of engineering equipment and power tools

Administration •Identifies resource requirements for his/her area of responsibility in connection with budget preparations. •Assists in technical evaluation of bids and proposals for engineering projects, equipment, general supply products and surface transport related goods and services. •Secures equipment, materials, supplies and spare parts for supervised works. •Reads and interprets specifications and technical drawings for construction, installations and upgrade of infrastructure. Prepares bills of quantities and costing for engineering, general supply and surface transport related projects. •Supervises the maintenance of records relating to inventories, work orders and general correspondence. •Reviews and approves work orders and assigns tasks to tradesmen and technicians being supervised. •Verifies progress or completion of engineering projects and recommends to the Chief of Section for partial or final payments. •Follows up on correction of defects in material or workmanship of contractor's work during the warranty period of the contracts. •Assist in monitoring and analyzing contract performance to ensure compliance with contract terms, schedules, and cost objectives. •Supports technical evaluations of offers and assists in analysis of bids/offers and technical studies •Provides expert technical advice on technical/solicitation documents and overall policies, procedures, and guidelines pertinent to mission activities, considering quality management and risk management best practices. •Perform other duties as required

Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Client orientation: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education High school or equivalent diploma is required. Technical or vocational certificate/diploma in supply management, procurement, civil engineering technology, construction, project management or in a relevant discipline is required. Certification in Requisitioning is desirable.

Work Experience A minimum of eight (8) years of progressively responsible experience in at least one of the following fields: supply chain management, logistics, engineering or construction is required. At least two years of experience in drafting solicitation documents for engineering and supply or transport projects is required. Previous experience in UN peacekeeping or other field operations is desirable. Experience in international operations in a post conflict environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of French is desirable

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
