Org. Setting and Reporting

This position is located in the Engineering & Facilities Management Section of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). The incumbent will be based in Uvira and will report directly to the Field Engineering Officer.

Responsibilities

Within delegated authority, the Engineering Technician will be responsible for the following duties:

Operations - Install, service, maintain and repair, in compliance with recognized standards and regulations pertaining to safety and installation codes, air-conditioning and refrigeration installations, electrical systems, generating sets or buildings, camps/sanitary infrastructures or other structures. - Diagnose technical faults and carry out remedy for malfunctioning or defective air conditioning and refrigeration installations, electrical systems, generating sets or buildings and infrastructure, including sanitary and structural installations. - Perform diagnostics and preventative maintenance of air conditioning and refrigeration installations, electrical systems, generating sets or buildings and infrastructure. - Perform technical assessments of equipment, buildings and infrastructure then prepare technical reports. - Apply and ensure adherence to safety programs related to the safe operation of air conditioning and refrigeration installations, electrical systems, generating set or power tools and equipment of the building and maintenance trade. - Conducting in house training to tradesmen and artisans on the imaging technical skills in the new construction methods, installation of specialized equipment, fault finding and remedy. - Review and recommend for approval work orders and assign day to day repair and maintenance tasks to tradesmen and technicians being supervised. - Inspect and report on construction project work and maintenance work carried out either by contractors or tradesmen and staff under supervision and ensure proper utilization of available resources. - Read and interpret specifications and technical drawings, schedules, manuals for construction projects, installations and upgrade repair of infrastructure. - Resolve problems; inspect quality of work and work performance. - Coordinate implementation of construction projects by Military Engineers company and supervise construction projects executed in house. - Actively participate in the establishment of temporary and permanent camps as a construction technician. - Work closely for the tasking of heavy engineering equipment for horizontal engineering works. - Supervises and coordinates the installation, servicing, maintenance, and repair of engineering equipment, in compliance with recognized standards and regulations pertaining to safety and installation codes. - Supervises work carried out by national, international junior staff assigned to the team and contractors in accordance with set schedules. Provides inputs related to their performance. - Analyses project proposals to ensure technical feasibility and to ensure that project objectives are attainable within the prescribed resources. - Apply standard engineering practices & precedents in construction, maintenance & repairs of installations, structures, and facilities. - Develops technical data regarding materials, sizes, dimensions, and quantities and costs to be in corporate in formal specifications. - Drafting of reports and other engineering related documents such as project documents, contractor performance reports…etc

Administration - Maintain records related to inventories, work orders and general correspondence. - Prepare bills of quantities and costing for infrastructure and construction projects. - Assist in carrying out technical assessments of existing buildings and infrastructure. - Assist in the preparation of cost estimates for infrastructure projects and maintenance programmes. - Provide inputs periodically for assessment of performance levels of assigned local and international staff. - Alert the Supervisor of Unit/Section of unusual occurrence and/or damage that have taken place or are likely to occur. - Follows up on correction of defects in material or workmanship of contractor's work during the warranty period of the contracts.

Perform other duties as required.

Education

High school diploma or equivalent is required.

Job - Specific Qualification

Recognized and valid License in one of the trades (carpentry, electrical, plumbing, welding, or similar) is desirable.

Technical or vocational certificate/diploma in Civil Engineering Technology, construction, project management or in a relevant engineering discipline is required.

Certificate/diploma in water supply and sanitation is desirable.

Work Experience

At least six (6) years of relevant experience in construction project, implementation of national projects or in a private, commercial or military environment, or buildings and infrastructure planning and construction is required.

Preparing assessment reports and other engineering related documents such as project documents, contractor performance reports is required.

Experience in contract management is desirable.

Experience in international operations in a post conflict environment is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in both English and French is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise and/or informal interview.

Special Notice

This position is temporarily available until 30 June 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
