The 28 United Nations organizations present in Senegal and their approximately 1,800 staff will come together in a new custom-build office in Diamniadio, 40 km outside of Dakar. This 56,000m2 building complex on a piece of land the size of 28 football pitches is set to become a multilateral landmark in West Africa, and in addition to the Senegal UN offices it will host regional and subregional UN offices responsible for the Sahel, West, and Central Africa.

This UN House project in Senegal is undertaken within the framework of the UN Secretary-Generals reform initiative, the Efficiency Agenda, as it strives towards higher quality of services (as measured through client satisfaction) and more efficient administration utilizing Mutual Recognition to create a Common Back Office/Local Shared Services Centre.

In the new office compound, the UN will merge the service delivery of some administrative services and have a dedicated service team that will provide these services to all the UN organizations. The service team will follow an Independent Project Unit model, and the service team is therefore referred to as the IPU team.

The IPU team will be responsible for the design and subsequently for the provision of Facility Management, Administration, IT, and Security services. The range of service lines could increase as the UN efficiency agenda further develops.

The IPU is expected to pursue client satisfaction in all decisions big and small, and the team’s performance evaluation will therefore to a large extend be measured via client satisfaction ratings.

The IPU consists of 26 UN staff and is part of annual budget of around $8 mill.

The IPU is hosted by UNICEF and reports to a Management Board consisting of all the heads of the UN organizations present in Senegal and is chaired by the UN Resident Coordinator.

Responsibilities

Under the supervision of the Administrative Manager (Facility Management), and in close collaboration with the Engineer, the incumbent is responsible for the following duties: 1. Maintenance, operations and project

Key functions, accountabilities and related duties/tasks

1. Maintenance, operations, and projects: - Elaborate preventative maintenance programs, tasks and scheduling for existing equipment as well as for any newinstallations. - Participates in implementing the new preventative maintenance plans. - Organizes and schedules preventive maintenance of mechanical installations and all other related installations under the responsibility of the Facility Management Unit. - Oversees repairs and maintenance actions undertaken by the team and defines appropriate corrective actions. - Conducts inspections of the technical infrastructure of the UN House in Diamniadio and its annex buildings. - Monitors technological developments and keeping abreast of changes in standards and regulations. - Ensures compliance with energy efficiency requirements as well as the Environmental Management System’s (EMS) component pertaining to equipment and systems operations. - Suggests, organizes and implements with the team, the improvement actions in order to increase the life of the installations, to improve their availability and to adapt them to the changing needs of the customers. - Writes and/or participates in the drafting of the specifications for the replacement, renovation, new installations projects, purchase of services or goods in his field. - Coordinates his/her work with that of other IPU staff members and the Unit’s activities with relevant external services providers. - Participates in investment projects and provides technical expertise. - Gathers data, analyzes, and anticipates evolving needs of the Unit’s clients. - Prepares budgetary projections that serve as a basis for requested capital improvements. - Helps draft specifications for maintenance services.

2. Management: - Participates in the development and implementation of the Unit’s technical and organizational work standards. - Plans resources at his disposal, in personnel and equipment. - Manages external companies that provide mechanical services and equipment to ensure the maintenance, repair and replacement are performed as per specifications. - Establishes performance indicators for outsourced services, including service providers. - Supervise and monitors the performance of external contractors, handymen and outsourced personnel on the ground.

3. Administration: - Participates in energy performance optimization projects (improvements, transformations, integrations,- Support the Facility Manager in the implementation and monitoring of the EMS. - Ensures interface with external and internal suppliers in order to achieve energy targets linked to the Building management system.

- Controls costs linked to energy consumption of the mechanical equipment and installations. - Keeps computer tracking of equipment movements and installations. - Produces statistics and reports on the technical problems that have occurred, the reasons and causes, the time of intervention and the costs for the organization.

4. Performs other related duties as required.

Impact of results

Key results include a proactive impact on the preventive maintenance of the facilities, successful collaboration with contractors and customer service designed to maximize customer satisfaction and the smooth running of the facilities at the United Nations House in Diamniadio.

Education

  • A University degree in mechanical engineering or a similar field is required.

Experience

  • A minimum of 2 years of progressively responsible experience is required in mechanical engineering; maintenance and/or renovation projects of mechanical equipment in large office or commercial complexes is required.
  • Experience in project management within a multidisciplinary team is required.
  • Experience is heating, ventilation, air conditioning for buildings is desirable.
  • Knowledge of AUTOCAD is required
  • Knowledge of a Building Management System (BMS) operations is desirable.

Language requirements

Fluency in French and a good knowledge of English is required. Knowledge of a local language is an asset.
