ORGANIZATIONAL CONTEXT

WFP operates approximately 1,500 premises in more than 100 countries worldwide. Due to the nature of WFPs work, many of these premises do not have access to stable electrical grid connections and rely on diesel generators for some, or all, of their power. WFP is also involved in the development of newly constructed premises for its use and for other UN agencies as part of the UN Global Reform. New projects are therefore designed in line with the overall UNSDG target to reduce carbon emissions considerably by 2030.

The position is based in Rome and reports to Head of Facilities Management Services or a designate of the Director of WFP’s Management Services Division.

JOB PURPOSE

Provide specialized contribution to WFP’s Energy Efficiency Programme by analyzing power consumption of WFP’s existing and newly constructed premises worldwide and identify improvements to reduce costs and greenhouse gas emissions for WFP globally. To achieve these goals, the position will closely collaborate with other stakeholder units in WFP (Supply Chain, IT, etc.) as well as external partners (UN agencies, INGOs, and other interested organizations and government bodies/donors.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Coordinate, expand and develop the Energy Efficiency Team and contributing to WFP's global agenda of improved Energy Efficiency.
  2. Responsible for the (development) and roll-out, analysis and interpretation of energy efficiency surveys across WFP premises globally, developing relevant insights for management.
  3. Review and further develop EEP calculation methodology to determine proposed energy efficiency project eligibility, according to pre-defined criteria.
  4. Identify inefficiencies and designing 'energy upgrade' solutions to reduce energy consumption and achieve cost excellence.
  5. Propose renewable energy solutions (on-grid, off-grid or microgrid), and review designs proposed by third party contractors.
  6. Oversee the preparation of cost estimates for various solutions and conducting cost-benefit analysis and developing the business case for the solutions which provide the best financial return on investment and positive environmental impact.
  7. Assist Country Offices to secure the capital necessary to implement these projects.
  8. Provide technical input to the procurement of the goods and services required for the selected energy upgrades.
  9. Manage the financial resources of the EEP Fund and the associated accounts andprovide regular financial and operational reports to EEP Board.
  10. Develop guidance and directives for upgrading existing WFP premises to be as energy efficient as practicable.
  11. Coordinate monitoring and follow-up of premises to determine whether intended gains have been realized and whether infrastructure and systems are being adequately maintained.
  12. Represent WFP at relevant external fora related to energy efficiency and explore innovative solutions for adoption.
  13. Establish a comprehensive system for maintaining records including correspondence, survey data, inspection records, test data, site diaries, records of meetings, financial records, progress records etc.
  14. Prepare and issue progress reports to senior management, government donors and country office client units, as applicable.
  15. Establish a robust project performance process for monitoring, evaluation and reporting. Liaise with clients, suppliers and contractors to address possible risks and delays during project implementation.
  16. Provide support in the recruitment and management of project team members as required.
  17. In this role you will be expected to travel 30-40% internationally

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in Mechanical or electrical engineering and post-graduate certification in energy management.

Experience:

  • Minimum 5 years of relevant post-graduate energy and electrical engineering experience with increasing levels of responsibility in:
  • Proven experience optimizing energy consumption in commercial/office buildings, including designing and overseeing the installation of renewable energy systems, including solar photovoltaic, both off-grid and on-grid (essential).
  • Relevant international experience, preferably gained through working within the humanitarian community, (including remote field locations strong asset)

Knowledge & Skills:

  • Ability to analyse financial reports and develop and define technical specifications for procurement
  • Technical knowledge in implementing and designing renewable energy technologies (solar, wind)
  • Hold Professional, Chartered, or equivalent professional energy management or related accreditation from an internationally recognized professional supervisory body, a strong asset. E.g., CEM, EEP, SFP, etc
  • Qualification/experience in project management and scheduling skills is required.
  • Ability to communicate to non-technical audiences, including senior management
  • Proven track record of effectively working with a diverse group of stakeholders, including vendors, partners, and internal team members.
  • Experience building inclusive teams, while inspiring and motivating team members to achieve their goals
  • Ability to identify and critically and come up with creative solutions to challenges that arise.
  • Renewable energy modeling software
  • Microsoft Project and AutoCAD (Desirable).
  • Microsoft office including (MS Word and Excel).

Language:

  • Fluency (level C) in the English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language) desirable

TERMS AND CONDITIONS

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel, and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

This position is classified as a Limited Fixed-Term Appointment (LFT) position. It is a non-mobile staff appointment in the international professional category for an initial 2 years, with the potential for up to 4 years. The position is based in Rome, Italy and the selected candidate will be expected to relocate to take up the assignment. Furthermore, this position will require frequent travel (30-40%).
