JOB PURPOSE

The Emergency Telecommunications Sector (ETS) Coordinator will lead and implement the ETS activities through the engagement with partners and by serving as an active member of the Inter-Sector Coordination Group (ISCG) Team, through deployment to the Rohingya Refugee Response.

Based in Cox’s Bazar, Bangladesh, under the supervision of the IT Emergency Coordinator, the Incumbent will be responsible for the following duties.

KEY ACCOUNTABILITIES (not all-inclusive within delegated authority)

• Lead engagement of the ETS in the Humanitarian Programme Cycle (HPC) from needs assessments, project planning, monitoring and evaluation to transitional and exit strategy

• Lead the identification/assessment and prioritization of key telecommunications bottlenecks and gaps impeding delivery of essential assistance by the humanitarian community and in support of the Joint Response Plan (JRP) priorities

• Lead the identification/assessment to identify gaps of impeding delivery of essential assistance to assist affected community

• Recommend to partners standard operation procedures, alternative ET solutions and a cost/benefit analysis for each solution

• Manage the relationship with any Emergency Telecommunications (ET) service providers on behalf of the sector members

• Provide leadership to the ETS by organizing and chairing ETS meetings in order to better strategically coordinate the continuous identification of ICT problems and solutions adequate to ensure delivery of humanitarian assistance

• Articulate clearly and concisely, to stakeholders such as Sectors Coordinators, CO Heads of Organizations, a project requirements, budget and plan

• Represent the ETS at Inter-Sector and other related coordination meetings

• Ensure ETS activities are reflected in inter-agency documentation such as the Humanitarian Needs Overview (HNO), the Joint Response Plan (JRP) and Sector performance reports

• Upon request of the WFP Country Director, the ETS Coordinator can advocate for funding with donors as well as brief them on the ETS activities in the country

• Ensure adequate ET preparedness through the Inter-Agency contingency planning process

• Continuously raise awareness of the Sector concept with the organizations present in the country of operation and support the mainstreaming of the sector approach

• Liaise on a regular basis with all the in-country stakeholders

• Ensure that common Inter-Agency emergency telecommunication services are in existence in all common operational areas as agreed by the Humanitarian Country Team

• In conjunction with the ETS Information Management Officer, define a schedule of IM products and provide inputs as per the schedule throughout the entire emergency operation to ensure proper dissemination of information, reporting of activities and communications of local ETS activities

• Coordinate, monitor and evaluate the implementation of ETS project

• Identify and mobilize resources (i.e. financial, HR, assets) for the services to be provided under the coordination of ET Sector or other Sector participating organizations

• Promote/support training of staff and local capacity building activities for local actors, including government counterparts

• Liaise and coordinate with the government in any telecommunications related issues on behalf of humanitarian community

• Report activities to the WFP Country Director

• Ensure WFP is prepared for HCT engagements in representing ETS activities and requirements

• Others as required

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in one or more of the following disciplines: Computer Science, Information Technologies, Mathematics or related discipline. First level university degree with 2 additional years of relevant experience will be accepted in lieu of an advanced university degree.

Experiences:

• A minimum of 5 years of professional experience in an international environment, preferably in humanitarian context, including experience in:

- Emergency ICT assessments and analysis;

- Emergency preparedness and contingency planning;

- Coordinating meetings;

- Managing teams;

• At least 3 years from the past 5 years of involvement in emergency operations with escalating level of responsibilities

Knowledge & Skills:

• Sound knowledge of Microsoft Windows, MS Excel, MS Word, MS PowerPoint and other related software.

• Good understanding / experience of the Humanitarian reform / the Cluster Approach

Capabilities:

• Ability to communicate clearly both orally and in writing, transforming technical terminology into easily understood language;

• Ability to work under pressure;

• Ability to work with minimum supervision under own initiative;

• Good analytical skills, resourcefulness, initiative;

• Demonstrated problem-solving skills ability to conceptualise issues, think in abstract terms, and analyse numerical data;

• Ability to plan and organise work and multitask

Language: Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable
