Under the supervision of the ICT Manager, the Telecommunications Officer in the emergency office is to provide technical, operational and procedural support and end-user services in the implementation, maintenance and improvement of telecommunications systems, procedures and activities of the office, in accordance with the ICT work plan, consistent with the Country Programme Management Plan.

How can you make a difference?

Main Duties and Responsibilities:

• Implements security and operational telecommunications services in emergency operations, for UNICEF Afghanistan office, assuring adherence to UNICEF's standards and regulations, including MOSS (security regulations, the Emergency Preparedness and Response Planning (EPRP) regulations and the Core Commitments for Children (CCC). Provides professional guidance in all emergency telecoms issues, actively supporting the field.

• Participates in interagency emergency telecoms working groups in emergency locations to assure compatibility and sharing of resources between UNICEF and other UN agencies

• Performs gap assessment in area of telecommunications and executes planning of radio, wireless data and satellite networks, including supporting UNICEF Supply section in the ordering of necessary equipment

• Receives, verifies and register in inventory all radio, satellite, wireless and related equipment

• Performs installation of VSAT equipment, mobile and fixed VHF/UHF and HF radio equipment, Inmarsat, Iridium, Thuraya mobile satellite equipment, wireless LAN and bridge equipment, solar power systems, antenna masts, etc.

• Performs maintenance and technical support, and implements maintenance routines for all radio, satellite and related equipment

• Lead the design, implementation and post-production support to INTERCOM and telephony infrastructure/services in all offices across the UNICEF ACO

• Performs training of users, drivers and radio-room staff in radio and satellite communications equipment usage and maintenance.

• Performs any other related duties as requested by supervisor

To qualify as an advocate for every child you will have

Education:

• Advanced University degree in telecommunications or equivalent qualifications.

• Training in rapid deployment, crisis telecommunications planning, development, project management and networking technologies.

Experience:

• Two years relevant international or developing country experience in ICT or telecommunication network and management.

• Relevant training and certification in satellite and radio communication systems.

• Experienced in implementing telecommunications in emergency operations and/or trained in emergency telecommunications

• Experience in implementing the MOSS for UNICEF or other UN agencies.

• Knowledge and experience of Local Area Network (LAN) Management, and computer programming is an asset.

• Knowledge of UNICEF’s programming practices desirable At least one year progressively more responsible and relevant international experience in telecommunication network and management.

Language proficiency:

• Fluency in English required, knowledge of other UN language(s) a benefit.

• Knowledge of the local working language of the duty station is an asset.
