The Office of Emergency Programmes (EMOPS) provides strategic and coordinated support to Country Offices preparing for and responding to humanitarian crises, in collaboration with Regional Offices, to ensure that they have the right capacities to respond effectively and deliver on its Corporate Commitments to Children in Humanitarian Action (CCCs). EMOPS leads efforts to ensure that UNICEF’s role in complex and protracted emergencies and natural disasters is clearly defined, that the organisation is properly equipped to fulfil that role, and that all levels of the organisation are prepared to deliver our mandate. The Deputy Director’s Office in Geneva manages large scale activities to support UNICEF’s organisational strategies and capacity to undertake effective humanitarian action.

The temporary assignment for the Emergency Specialist (Partnerships and Resource Mobilization) P-3 will serve as a temporary replacement for the incumbent of post 93431 based in Geneva and will be supervised by the P4 Emergency Specialist (Planning and Operations), EMOPS Geneva. The incumbent will regularly interact with the EMOPS Geneva Director's Office (DO) team and all other EMOPS Geneva and New York teams, as well as relevant sections in PPD and PFP and donor and partner contacts, as applicable.

How can you make a difference?

The incumbent is responsible for supporting work of the EMOPS Geneva Director's Office and the Emergency Manager on: UK Government FCDO on Humanitarian Business Case programme, EMOPS donor relations and resource mobilization (humanitarian institutional support funding), and activities related to programme cooperation and implementing partnerships, including quality and risk assurance.

The main responsibilities include:

  • Support management and coordination the UK government FCDO Humanitarian Programme (Humanitarian Business Case)

    • Monitoring of results in the log frame for interagency and agency specific results in view of the annual programme review and donor feedback on PbR and Non-PbR reports.
    • Support coordination of organization-wide design of workplan and allocation criteria for the Humanitarian Business Case.
    • Support funding recipients in monitoring of achievements, grant utilization, planning and reporting in relation to HBC.
    • Attend the technical working group and partners meetings, prepare briefings and readouts.

    Support activities related to the implementation of the EMOPS donor relations and resource mobilization

    • Draft and submit annual proposal and report to Swiss Govt (SDC), and Denmark Government and any other donor funding EMOPS and wider humanitarian institutional capacity, in line with donor requirements and based on inputs from relevant EMOPS Sections.
    • Ensure quality and timeliness of donor proposals and donor reports prepared by EMOPS Geneva Sections for bilateral grant agreements.
    • Maintain and support information and tools for EMOPS resource mobilization coordination
    • Support the work of Fundraising Task Team – preparation for divisional and external meetings, presentations, documents dissemination of information, knowledge management etc.

    Programme cooperation and Implementing Partnership

    • Support application of UNICEF rules and policies related to programme cooperation and implementing partnerships.
    • Provide technical support to EMOPS teams in formalizing partnerships with NGOs, academia and other implementing partners, in line with relevant procedures and guidelines.
    • Contribute to the risk mitigation and quality assurance processes in the implementation of the HACT and CSO guidelines and procedures in EMOPS Geneva.
    • Responsible for maintenance and custody of partnership information in the appropriate corporate platforms, tools and systems including UN partnership portal, inSight, e-Tools, e-PD and others.

To qualify as an advocate for every child you will have…

  • Advanced university degree in social sciences and/or humanities or related disciplines required.
  • Minimum five years professional work experience in programme/project development, PM&E and reporting.
  • Experience in partnerships, fundraising, managing partnership agreements, grants, writing donor proposals and reports, coordination, as well as strong analytical skills are required.
  • Prior experience of direct engagement with donors, partners and stakeholders as well as specialized training/experience in emergency funding management are highly desirable.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
