How can you make a difference?

Under the general supervision of the Regional Adviser Emergency, responsible for capacity building to improve country offices’ ability to prepare for and respond to emergencies, increasingly in an interagency context of pro-tracked emergencies in high threat environments and/or social unrest and prone to natural disasters such as water scarcity, drought, floods, earthquakes and disease outbreaks. Provide advice and support to the country offices in the Middle East and Northern Africa aligned on the UNICEF SHA areas (Strengthening Humanitarian Action areas), especially on EWEA (Early Warning Early Action), HPM (Humanitarian Performance Monitoring), Resilience approach (which includes Risk Informed Programing (ERIP) and Disaster Risk Reduction (DRR), vulnerability analysis, rapid assessment, contingency planning, emergency preparedness, as well as in the testing and application of new tools and methodologies for preparedness and response. In coordination with the MENARO Regional Advisers integrates technical components – with special focus on UNICEF commitment to the global Transformative Agenda and UNICEF SHA areas– in emergency preparedness processes and events at CO’s level.

Support the Regional Adviser Emergency in the overall management and work of the MENA Regional Emergency Support Unit (RESU) and upon request provide direct surge emergency coordination support to CO’s.

Duties & Tasks

  1. Develop and implement programmes/processes/systems to help build capacity of country offices to predict, prepare for, and respond to emergencies. In line with the regional humanitarian work plan and strategy, the major thrust of this function is towards strengthening country office humanitarian capacity and accountability to deliver at scale equitable life saving interventions by leveraging learning opportunities, developing and implementing training programmes, by increasing systemic quality insurance process and accountabilities
  2. Contribute to strengthen and accelerate regional and country humanitarian processes to ensure there is a needs based approach to planning. UNICEF’s humanitarian leaders, managers and focal points across the region will need to have the necessary knowledge, skills and competencies to enable COs and their implementing partners to deliver at scale and therefore reach the most vulnerable. The approach to achieve this will be multi-pronged including through defining roles and responsibilities for humanitarian planning and response; building capacities in humanitarian leadership, advocacy and other areas; operationalizing the revised CCCs
  3. Contribute to improving UNICEF-led cluster performance by regularly assessing COs existing capacities and gaps, strengthening Cluster leads technical knowledge and identifying innovative sources of funding.
  4. Contribute to strengthening humanitarian advocacy that enables greater humanitarian access, and promotes the provision of needed assistance and protection for children and communities in need.
  5. Contribute to Regional and country based discussions and workstreams aiming at improving the connection between humanitarian and development. Invest in Multi-agency workstreams, the “Durable Solution” agenda and the IBC “Nexus”, to promote a stronger integration of children multidimensional vulnerabilities into national policies and priorities.
  6. Provide Technical Assistance (TA) to country offices in the response to new and chronic humanitarian crises, in conducting rapid assessments of emergency conditions and needs as well as in the coordination and planning of emergency response in line with the CCCs and facilitate support from the RO and HQ. Participate in interagency evaluation missions and determination of priority interventions as required. Upon request ensure surge missions to provide direct emergency coordination support capacity to CO’s.
  7. Provide back-up support to emergencies through interaction with UNICEF COs, , partners and allies, to assess the programme progress, identify major problems and constraints, and advocate participation of concerned parties and beneficiaries. Keep the Regional Emergency Adviser and other senior regional colleagues informed of programme status and progresses. Help prepare programme/project process reports or briefing notes in order to update senior regional staff, HQ, donors, partners and allies; for fund-raising; and for decision-making purposes by UNICEF management.
  8. Assist the Regional Emergency Adviser in the overall management and good work coordination of the MENA RO Humanitarian Action for Children plan , with a special focus on the management and supervision of reporting on MENARO HAC donor / financial contributions, implementation rates, and monitoring of accomplishments of outputs and results.
  9. For specific countries of responsibility, contribute to the Quality Assurance (QA) of emergency preparedness processes at CO level with a view to ensure the integration of Emergency Risk Informed Program and emergency preparedness actions into the various steps, tools and documents of the country programme cycle (CPD, CPMP, AMP, MTR, SITAN, SMR, HAC etc…)
  10. In coordination with the supervisor, interact with other UN agencies, NGOs, IFRC, MENA regional group and other partners and allies to support inter-agency efforts and integrate UNICEF activities into the overall programme/project approach. Consult, co-ordinate and liaise with international, multi- and bi-lateral donors, directly or through PPD to raise funds for emergency related programmes for the Country Offices in the Region and the MENARO HAC.

To qualify as an advocate for every child you will have…

  • Advanced university degree in social sciences, law or another related field.
  • A minimum of eight years professional work experience, with progressively greater management responsibilities in social planning, research, emergency and/or rehabilitation programmes at national and international levels, with significant emphasis on analysis and advice on the needs of children and women affected by emergencies. Direct field experience in emergency programme planning, management or evaluation a distinct advantage. At least four years’ working experience in the countries of MENA would be a strong advantage. Relevant UN or international NGO experience is an asset.
  • Fluency in English and knowledge of another UN working language. Knowledge of Arabic would be an asset.
