How can you make a difference?

The Emergency Coordinator post is responsible for emergency managerial guidance to support operational and programme initiatives in emergency response. The post is accountable for coordinating the overall response efforts of the country office until recovery is achieved. The Emergency Coordinator represents UNICEF in his/her Area of Responsibility (AoR), and act as focal person representing the office with the government counterparts and implementing partners in the emergency operations.

Under the direct supervision of the Deputy Representative Programme for coordination of the emergency response, collaboration with the Dep Rep Operations, and the overall guidance from the Representative, the post shall undertake the following:

1. Provides UNICEF policy and programme advice related to emergencies, including on management related issues. Provides direction and guidance to the programme team (emergency focal points and staff in the field) in the implementation of emergency preparedness measures, which strengthens preparedness and response mechanisms. Ensure that all SOPs and UNICEF programming guidance are followed. Holds primary responsibility for the implementation of Emergency programme goals and objectives consistent with the established strategy.

2. Takes prompt action as to establish UNICEF's presence and implement the initial operational tasks relating to emergency assistance needed. Support the on-going inter-agency planning process and ensure that it is consistent with the UNICEF CCCs. Coordination with Government, UN and implementing partners on response. Identify and support inputs (sectoral) needed from UNICEF for implementation of Response Plan with focus on UNICEF’s comparative advantage and availability of resources. Promote measures which increase accountability to affected populations and promote the identification of durable solutions.

3. Assesses local conditions resulting from the emergency situation affecting children and their families in the country. Leads and/or participates in post disaster needs assessment missions in conjunction field staff, in order to determine priorities and an appropriate intervention by UNICEF. Participates in ICCG, UN, UNICEF and Inter-cluster meetings and contributes to assessing the crisis and humanitarian situation in regions with special regard to the survival, protection and wellbeing of children, adolescents and women.

4. Assists the Philippines Country Office in emergency operations oversight and programme management to ensure that the funding, budget, management, reporting, and field presence coordination are managed efficiently and effectively with clear accountabilities. Support the development if partnerships. Ensure to the extent possible that partners use common standards and tools for information collection/sharing and data management, including in needs assessments and monitoring (while respecting principles of confidentiality and protection concerns).

5. Programme coordination: Supports the implementation of the emergency preparedness and response plan, and identifies staffing requirements, including redeployment country office staff as required. Executes the timely delivery of assistance and procurement of supplies, monitors the appropriate and effective use of UNICEF resources/inputs. Identifies problems and constraints in order to ensure effective project delivery. Certifies the disbursement of funds, monitors expenditures and submits financial status reports. Sets up a reporting system and sends regular situation reports to concerned parties. Engages in regular discussion with Programme Chief Sections, programme focal points to follow up on progress/scale up; quality issues; innovation and bottlenecks. Support programme integration and convergence. Help facilitate real time evaluations. Participates in humanitarian and recovery related forum and keeps management informed of all humanitarian developments in the country in terms of policies, strategy, situation developments, potential threats and opportunities/issues in partnership.

6. Rapid response and field monitoring: Support to coordinate of field monitoring and rapid response team when needed. Regular follow up of recommendations from programme section focal points from field updates. Support analysis of data by age and sex (children and adult, male/female) by geographical area to refine programme/operational interventions focusing on children and women. Advise the Representative/Deputy Representative on any revision of the UNICEF Emergency Response Plan and the UN strategic plan as a result of new developments.

7. Advocacy: Work with the Resource Mobilization Specialist in identifying potential funding opportunities and support in drafting funding proposals and donor reports for emergency operations. Brief partners and donors on UNICEF’s response activities and priority needs as needed. Prepare documents (jointly with Communication Specialist) for Representative/Deputy Representative to use for advocacy purpose.

8. Promote emergency/humanitarian learning on emergency preparedness and response to strengthen emergency capacity within UNICEF across programmes, operations, and cross sectorial functions and among partners. Ensures that adequate emergency preparedness measures are taken through the development and updating of the office contingency plans and establishment of early warning mechanisms, which leads to more effective preparedness and response to the 2022 typhoon season.

To qualify as an advocate for every child you will have…

  • *Advanced University degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields. *A first University Degree in a relevant field combined with 13 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Eight years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration
  • Specialized training/experience in emergency response management is required.
  • Previous record and experience of working with UNICEF is required.
  • Fluency in English and local working language of the duty station.
  • Knowledge of another official UN language or the local language is an asset.

Selection Criteria:

  • Experience of working with UNICEF on Emergency coordination/programme management will be given preference.
  • Experience in programme oversight and management of response (HRP) and oversight/coordination of grants, personnel, supplies.
  • Excellent communication and interpersonal skills, and proven success in facilitating interagency processes in an emergency response; including liaising with Government partners; stakeholders and implementing partners.
  • Experience coordinating deliverables with interdisciplinary teams.
  • Experience in leading cluster coordination; and high frequency reporting (HPM, sitreps, etc).
  • Experience in resource mobilization (proposals/concept note) and documentation.
  • Substantive knowledge in UNICEF practice areas.
