How can you make a difference?

Under the guidance and supervision of the supervisor, establishes and implements office emergency preparedness and response. Responsible for the development, planning, implementation, monitoring and evaluation of the emergency interventions to ensure the survival and well-being of children and mothers, and the affected communities in an emergency situation.

Need assessment and analysis

  • Continuous, effective, and strategic coordination, communication, consultation, and liaison are maintained with Government, UN agencies, NGOs, donors, and allies in support of the special needs of children and women affected by emergency situations within the framework of the cluster approach and based on the Core Commitment for Children.
  • If necessary, coordination of the NFI working group (Groupe de Travail AME) is efficiently managed, in close collaboration with the Shelter Cluster, OCHA and the Inter Cluster coordination forum.
  • The managers, including the Senior Coordinator, is kept informed of humanitarian developments in relevant policies, situation developments, potential threats, and opportunities/issues in the country.
  • Sectoral input is provided for all related documents for the office’s Emergency Preparedness and Response, as well as for the Situation Analysis and the Country Program Document.

Strategic response plan

  • In the event of an emergency, takes prompt action as a member of the Emergency Response Team which is deployed immediately to establish UNICEF's presence and implement the initial operational tasks relating to emergency assistance. Immediately verifies the nature and extend of the emergency with staff, government officials, other UN agencies or non-governmental organizations (NGOs).
  • Participates and assists with assessment of local emergency and security situation affecting children and mothers in the locality, visits the location to conduct an initial rough assessment of the magnitude of the crisis and its implications for children and its impact on the community.
  • Coordinates with other partners to make a rapid assessment covering priority areas as defined by the Core Commitment for Children in Emergencies. Establishes contact with community groups, government, UN agencies, and other partners to keep abreast of emergency situations.

Implementation and monitoring

UNICEF Rapid Response program (UniRR)

  • Ensure solid implementation of UniRR in close collaboration with UNICEF field offices and partners.
  • Conduct regular operational analysis, identify areas of poor performance, bottlenecks, and identify solutions such as design improvements, additional trainings, and technical support. Conduct or organize regular capacity building for partners and UNICEF colleagues.
  • Following field assessments, identify and conduct appropriate advocacy to ensure the implementation of identified recommendations, including for UniRR interventions and for information sharing and advocacy with clusters/working groups, to ensure follow-up of response provided by non-RRM actors, or response in sectors not covered by UniRR.
  • Contribute to managing supply chain for UniRR in close cooperation with supply & logistics section.
  • Ensure regular budget monitoring and supervision in collaboration with partners.
  • Supervise the harmonization of assessments and intervention reports among partners and ensure that reports are shared within the deadline.
  • Contribute to the donors’ reporting with quality and on time inputs about UniRR activities and prepare quality presentations to donors.
  • Work with UNICEF sections, in particular nutrition, WASH, health, and Child protection/GBV, to reinforce link between UniRR and other humanitarian interventions
  • Develop UniRR strategy based on lessons learned and develop right tools to implement the strategy.
  • Technical support to emergency teams in Bunia, Bukavu, Kalemie, Goma and, as appropriate, strengthen their technical capacities
  • Contribute to fundraising, relations with donors, and writing of concept notes and proposals.
  • Participate to technical and coordination meetings to ensure wide visibility of UniRR with donors. humanitarian partners, clusters, and local authorities.
  • Contribute to the production of reports and communication materials to share the achievements of UniRR, and to guarantee the technical reliability of the information produced, as well as the confidentiality of sensitive information.

Preparedness

  • Adopts adequate emergency preparedness measures through the development and updating of country contingency plans and establishment of early warning mechanisms, to ensure effective preparedness and response to specific emergencies.
  • Participates in the formulation and development of plans of action in preparation and response to emergencies, monitors compliance of all sectors with emergency plans of action, including financial resources. Ensures coordination of the management of emergency preparedness and response.
  • Provides technical advice related to emergency preparedness and response, including on program management related issues.

Education

• Advanced University degree in one of the following fields: social sciences, public administration, international law, public international health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields

• Extensive work experience relevant to this post may be considered as a replacement for formal qualifications

Experience

• Five years of progressively responsible professional work experience in planning, implementing and monitoring of emergency programs with either NGO, UN and/or IO in humanitarian context

• Proven experience in multi-sector emergency program implementation in particular in the context of recurrent population movement and public health emergencies.

• Experiences in implementing and coordinating a rapid response program is mandatory

• Experience in multi-stakeholder co-ordination and facilitation is highly desirable

• Professional experiences in developing data management tools and survey tools are highly desirable

• Experiences as a trainer is an asset

• Developing country work experience in emergency/humanitarian settings

• Specialized training/experience in emergency response management highly desirable

Language:

Fluency in spoken and written French and working proficiency in written and spoken English. Local working language of the duty station an asset.
