Under the guidance and supervision of the supervisor, establishes and implements regional support to country office emergency preparedness and response. Responsible for risk monitoring and horizon scanning and supporting country offices to review and strengthen their emergency preparedness actions. Responsible for updating and implementing emergency preparedness and response capacity building initiatives with country offices, national disaster management authorities and implementing partners.

How can you make a difference?

Emergency Preparedness 1. Maintains regional risk monitoring and horizon scanning processes, and feeds information into organisational processes at country level and global level (EMOPS horizon scanning/IASC horizon scanning mechanisms).

2. Provides technical advice and quality oversight to country offices to ensure adequate emergency preparedness measures through updated country risk profiles, response scenarios and country contingency plans and establishment of early warning mechanisms.

3. Provides technical advice related to development and implementation of preparedness plans of action, including on programme management related issues. Ensures coordination with Regional Advisors and cross-sector focal points to strengthen country preparedness plans of action and identify areas for RO support.

4. Develops and maintains databases on country/regional information, and ensures the flow of information and communication crucial for the planning and implementation of emergency preparedness and response management. Work with Cos to identify availability of resources in emergency prone areas and to establish supply and logistics plans to be implemented during an emergency operation, to ensure a timely and effective emergency response.

5. Plans, organizes and conducts training for regional and country office staff capacity building in emergencies preparedness and response. Assists in developing and conducting emergency training courses. Provides training and/or briefings, as required. Participates in other emergency training workshops in the region, and builds up the emergency preparedness and response capability of UNICEF staff as well as implementing partners.

Emergency Response 6. In the event of an emergency, takes prompt action as a member of the Regional Office Emergency Technical Team, which is activated immediately to provide technical guidance and oversight to UNICEF's CO rapid assessments, response planning and implementation. 7. Maintains regional mechanism to monitor and track country level responses to Cross-Border Population Movements in the East Asia and the Pacific, in close coordination with UNICEF COs and UNHCR. 8. Supports the assessment of local emergency and security situations affecting children and mothers in the locality, in conjunction with the Country Office, EAP Regional Security Advisor and relevant HQ Divisions. Assesses the validity of the office preparedness plan and ability of the office vis-à-vis the current crisis as well as immediate and additional needs. Provides guidance on corporate priorities and an appropriate intervention (supply procurement, fund-raising and staff development) by UNICEF. Establishes contact with relevant regional inter-agency groups to keep abreast of emergency situations.

Emergency Project 9. Participates in the implementation of plans of action and workplans for emergency projects or funds managed at the regional level. Implements and manages project activities. Undertakes technical support visits to country offices as needed. Makes technical decisions on project administration (e.g., activates, requests or reprogrammes allocation of emergency funds). Prepares inputs for appeals and updates related to emergencies. Works with Regional Advisors and senior management to mobilize donor response and recovery/rehabilitation-related funding, including annual or multi-annual humanitarian appeals and documents (e.g., pitch documents).

10. Identifies longer-term requirements for humanitarian action strengthening across the region.

11. Maintains continuous, effective and strategic coordination, communication, consultation and liaison with Government, UN agencies, NGOs, donors and allies to ensuring regional initiatives and support to country offices are well coordinated and meet the needs of the UNICEF teams, government and implementing partners, and affected populations.

12. Participates in relevant humanitarian and recovery related forum and keeps management informed of all humanitarian developments in the region in terms of policies, strategy, situation developments, potential threats and opportunities/issues in partnership.

13. Promotes that disaster prevention, mitigation, preparedness and response strategies are mainstreamed in the country office's workplans. Prepares humanitarian input for regional office documents, plan of action, annual work plans, and all related documents of the office’s Emergency Preparedness and Response.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.
  • A minimum of 5 years of relevant professional experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Specialized training/experience in emergency response management is highly desirable
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
