You will oversee the overall West and North Area Office emergency response programme and shall contribute to coordination, quality response, management, and reporting of activities under NRC’s ECHO-funded Rapid Response Mechanism (RRM) at the Area Office level. You will support and provide technical supervision of emergency response teams in the field to respond to rapid onset crises related to conflict displacement and natural disasters, coordinating all emergency preparedness plans, minimum prepared actions (MPAs), and supervise emergency activities across NRC’s geographical spread in West and North Darfur. This will include pre-planning, assessment, coordination, leadership and overseeing emergency responses, in collaboration with the Area Manager, Emergency Coordinator, Country Emergency Response Manager, Head of Programme, and relevant programme and support departments, including safety and security and cash and market-based programming.

Specific responsibilities

  1. Programme Development
  • Provide and collate regular data on context analysis, early warning/ risk monitoring, trigger indicators, and minimum preparedness actions.
  • Ensure availability of up-to-date needs assessment (both target geographical locations and population group) and verification of available UNOCHA, Emergency Response Plan (ERM), and IOM/ UNHCR data to inform assessment and response design as well as implementation plan.
  • Responsible for providing timely and methodical updates regarding needs and trends specific to the RRM Consortium to the Area Manager, country Emergency Response Manager, Head of Programme, and relevant programme and support team.
  • Ensure all relevant stakeholders are included in the planning and implementation of projects as appropriate.
  • Support the consolidation as well as the enhancement of cash-based interventions and market-based approaches within (and across) rapid emergency responses, where appropriate.
  • Ensure safe programming principles are embedded in all RRM activities.
  • Ensure proper archiving of all intervention documents.
  1. Emergency Preparedness Planning
  • Responsible for an up-to-date emergency preparedness plan (EPP) for the West and North Darfur Area Office, reviewing of minimum preparedness actions on a regular basis.
  • Responsible for the development, tracking, and monitoring the completion of minimum preparedness actions (MPA), operation capacity assessment and providing regular updates to Area Management Team.
  • Contribute to the development of operational and programmatic contingency plans that respond to different emergency scenarios identified in the EPP.
  • Take leadership in development of capacity building plans, providing and supervision of training to emergency response teams, enhancing the area-based capacity.
  • Contribute to developing the Emergency unit documents, tools and database.
  1. Programme Management
  • Overall responsibility for effective and efficient coordination of the emergency preparedness and response projects consistent with the project management cycle (including reporting to the desired quality and standard).
  • Overall budget management for RRM projects/portfolio implemented and ensure appropriate burn-rates are maintained and that solutions to over/under expenditure are applied.
  • Take an active role in leading and supervision of RRM Programme cycle in Darfur - from alert, assessment, distributions, to monitoring by ensuring technical direction, high technical quality, and oversight in implementation, taking into consideration NRC’s project cycle management.
  • Responsible for providing technical and implementation support and guidance to field-based Emergency staff in implementing NRC project(s), including but not limited to providing instructions on the RRM cycle, trigger mechanisms, work plans, in close coordination and collaboration with the area management team as well as the relevant CC PDM/ Specialist.
  • Responsible for providing timely and methodical updates regarding humanitarian needs and trends specific to conflict and natural disaster displacements.
  • Ensure monitoring, evaluation, and learning data is collected, analysed, included in NRC’s M&E and accountability systems, and used to adapt the RRM programme as required.
  • Effectively manage the RRM consortium’s start- up through smooth collaboration and engagement among different parties/structures of the consortium at the area office level, and through regular reporting, communication, meetings, and updates.
  1. Logistics, Finance, and Human Resource Management
  • Ensure appropriate Financial and Logistical NRC systems/ procedures are adhered to within the Emergency Response programming.
  • Ensure timely and accurate development of procurement plans, recruitment plans, and spending plans and ensure the same is shared with relevant support colleagues.
  • Responsible for ensuring timely submission of monthly spending plans and cash forecast to Finance and relevant Procurement Requests to Logistics (including for framework agreements).
  • In line with project needs and funding availability, continuously and proactively plan emergency response-specific staff requirements and liaise with HR and Admin to ensure the same.
  1. Coordination and Representation
  • Liaise and coordinate with UN and I/NGO partners, local authorities, and beneficiaries in planning and response to emergencies, preparedness, and contextual understanding of areas of operations.
  • Conduct senior representation at state level and promote strong working relationships with government counterparts.
  • In line with NRC’s standards, ensure communication plans are implemented, stakeholders are informed on NRC’s activities, and the organization is well accepted by communities.

Generic professional competencies

  • Experience in senior level project management
  • Previous working experience in implementing emergency Programme cycle in complex, fragile, and volatile contexts
  • Knowledge and skills in cash-based programming and market analysis
  • Emergency Response expertise, including Rapid Response Mechanisms (RRM) or Emergency Response Mechanisms (ERM)
  • Technical expertise in one of NRC’s Core Competencies (cash, Shelter/NFI, WASH, LFS, Camp Management), is an added advantage

Context/ Specific skills, knowledge and experience

  • Knowledge of the context in Sudan and Arabic language skills is an advantage
  • Experience working with / in consortium start-ups and/or management
  • Experience in needs assessment, project monitoring and evaluation, and Programme development
  • Experience of a flexible approach to managing and prioritizing a high and diverse workload
  • Proven ability to work effectively across cultures, in sensitive environments and with stakeholders at all levels
