ABOUT THE JOB

Under the direct supervision of the Emergency Team Leader, the Emergency Program Officer – Shelter Engineer is responsible for the implementation of DRC Afghanistan’s emergency Cash for Shelter repairing activities in Nangarhar province. He/she will be engaged in technical assessment of shelter needs households. He/she will be responsible for the selection of beneficiaries and monitoring the construction activities as well as providing technical support and guidance to selected beneficiaries in the construction and liaising with relevant communities. The Emergency Program Officer – Shelter Engineer must ensure that approved shelter guidelines (standard operational manual) are followed and adopted. The job holder also will work in close cooperation with local authorities and local communities.

Responsibilities:

• The responsibilities of the Emergency Program Officer – Shelter Engineer include, but are not limited to:
• To ensure that assessments, identification, selection and verification of beneficiaries are implemented as per agreed methodologies and that vulnerability criteria are taken into consideration.
• To supervise construction of shelter activities that beneficiaries will undertake and ensure that approved shelter guidelines/SoPs are followed and adopted and to assist target beneficiaries on these guidelines during repairing of their shelters.
• To ensure that MoUs and other relevant documentations are signed with targeted beneficiaries (and local authorities if needed) prior the commencement of construction/rehabilitation of shelters.
• To provide technical assistance, coaching and counselling the target beneficiaries to limit the risk of avoidable mistakes in shelter repairing.
• To provide technical support for implementation of Shelter projects (including draft BoQs, sketches, implementation plan etc.);
• To assess status of repairing and approve instalments of payments based on work progress in collaboration with Emergency team leader.
• To ensure that DRR and BBB measures are considered during the repairing of shelters.
• Planning of, and regular monitoring of shelter repairing activities.
• Liaise and collaborate with relevant local communities, authorities and other key stakeholders at district and provincial level.
• When requested, to join and support the DRC flying emergency team outside the normal area of operation in rapid needs assessments (in case of natural disaster or massive displacement).
• Any other tasks as assigned by supervisor.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

• 3-5 years of experience in working with rural communities, preferably with implementation of Cash for Shelter projects or other humanitarian/early recovery interventions.
• Strong ability to provide technical assistance and expert advice to community members and to illiterate rural population.
• Experience from working in complex and rural contexts
• Good understanding of the humanitarian context, humanitarian needs, as well as knowledge of Sphere shelter guidelines (ideally also ECHO Afghanistan Shelter Guidelines)
• Previous work experience with a national/international NGO conducting surveys and humanitarian needs assessments; as well as implementation of Cash Based humanitarian interventions

Education/qualifications:

• University degree in related field (Architecture/or Civil Engineering), ,

Languages:

• Ideally spoken and written English
• Ability to work in both Pashto and Dari,
