Job Description

Duties and Responsibilities:

Technical Quality

- Ensuring that Family Support Program activities are women, girl and client-centered, and adhere to best practice and protection guiding principles, flagging any concerns to the Family Support Program Manager in a timely manner - Conducting regular weekly in-person field visits and provide remote support to oversee the successful implementation of Family Support Program activities in your designated area of operation, which may include Family Support Centers, camps, and mobile locations - Supporting the Family Support Program team to continuously monitor and assess risk across all their services, activities and sites of operations - Meet regularly with the site team to discuss, design, plan community outreach and mobilization of Family Support Program activities - Meet regularly with the other Family Support Program Snr Officer, Family Support Program Manager and Family Support Program Deputy Coordinator and Family Support Program Coordinator/specialist to discuss programming progress, successes, challenges, responsiveness of our program and putting in place an action plan and follow up

PSS Support

- With technical guidance from Family Support Program Manager or Family Support Program Deputy Coordinator, provide technical support the Response Team on high risk and/or complex, difficult cases - Support the mandatory weekly team meeting and individual supervision sessions between response officers and supervisor - Ensure the Family Support Program team are using functional, client-centered referral pathways and conducting safe, confidential and appropriate referrals in line with best practice - Support the implementation of the protection cash program through our case management in-line with the SOP

Community Outreach and Risk Reduction Support

- With technical guidance from Family Support Program Manager or Family Support Program Deputy Coordinator, provide technical support the Family Support Program Prevention and Risk Reduction and Community Outreach Worker on complex or difficult situations - Support the mandatory weekly team outreach meetings and individual supervision sessions between outreach worker and supervisor - Support the implementation and facilitation of focus group discussion and key informant interviews in order to better understand the needs of the community. - Support the development of appropriate messages on the types of services and support available to clients, where these services are available, how communities can support survivors to access services, and the benefits of seeking care and support

Staff Supervision and Development

- Directly supervise and mentor Response officers and community outreach officers. - Ensure timely completion and submission of monthly timesheets, communicating clear expectations, setting performance objectives, probation reviews, and annual performance reviews - Monitor staff care and well-being and approve and manage all leave requests to ensure adequate coverage - Through close work with the Family Support Program Deputy Coordinator and Family Support Program Manager, ensure that all new staff are provided with the core Family Support training package and identify opportunities for further training - Assist with the recruitment of program staff and incentive workers

Monitoring and Reporting:

- Ensure Protection information generated from our services is managed in-line with ethical standards, the guidelines, information sharing and data protection protocols - In cooperation with the Family Support Program Manager, continuously monitor activities, assessing their relevance to the needs, priorities and interests of women and adolescent girls - Submit weekly activity summary reporting gathered from your sites - Keep close track of indicators on a monthly basis, and flag to the Family Support Program Manager when programs is behind of activity implementation

Budget Management

- Update procurement plans for your sites of operation on a monthly basis ahead of procurement review meetings, send complete procurement plans to the Family Support Program Manager - Ensure estimated prices, supply chain procedures and specifications of items on procurement plans are reviewed by Supply Chain and Finance teams during monthly procurement review meetings - Develop spending plans based on procurement plans and submit to the Family Support Program Manager - Raise PRs for program activities and materials, follow up on PRs, their tracking and completion - As requested by Family Support Program Manager, prepare internal reports within agreed deadlines, including feeding into donor reports in time with deadlines, ensuring the accuracy of the information provided

Coordination

- Serve on coordinating bodies and represent IRC in relevant stakeholder meetings at national and provincial level such as the Regional GBV Sub-Cluster and other coordination agencies. - Collaborate with the Humanitarian Access team, security focal points, and Family Support Program Manager to ensure smooth access for program implementation cooperation with local stakeholders and the ability to implement programming in multiple locations and in line with humanitarian principles - Develop and maintain effective working relationships with relevant with NGOs, UN agencies and government authorities.

Other

- This position is roving and the intitled person must have the ability to travel to villages throughout all provinces including where IRC operates, - Other relevant duties as assigned by the Family Support Program Manager to support the implementation and quality of the program

Qualifications

- This position is roving and the intitled person must have the ability to travel to villages throughout all provinces including where IRC operates, - Education in social work, humanities, other social science, or related field - Clear understanding of the impact and dynamics on women and girls - Demonstrated interest, enthusiasm, and commitment to working with women and girls, and their rights, safety, empowerment, and improving their access to resources and services - Direct experience in providing basic counselling, psychosocial support, case management, and delivering services to women and girls - Experience providing training and mentoring to others - Experience in supervising staff, activity design, planning and monitoring, and overseeing direct services - Demonstrated understanding of and ability to maintain confidentiality and respect for clients - Positive and professional attitude, including ability to lead and work well in a team setting - Ability to discuss sensitive issues with respect, empathy, and professionalism - Knowledge and experience with community outreach and mobilization - Familiarity with principles of monitoring and evaluation; experience in writing brief narrative reports and data reporting - Basic computer skills and familiarity with Word/Excel - Fluency in Dari, Pashto, and English - Three to five years of experience managing family support programming
