You have:
- Bachelor or equivalent in Social Science, Public Administration, Law/Legal Studies, Public Health, Business Administration, International Relations, Nutrition or related fields.
- At least 2 years of relevant work experience in Programme Management, Planning, Monitoring and Evaluation, Project Development, Implementation, Administration, and related fields.
- Proficient/Fluent in English.
- Knowledge of another official UN language or local language is desirable.
- Field Work Experience and Emergency Management are desirable.
- Relevant experience at a country level, particularly in development, fragile settings and humanitarian contexts.

How can you make a difference?
As the war enters its fifth year, the humanitarian situation in eastern Ukraine remains highly volatile and unpredictable, requiring sustained and expanded response across multiple AORs. The emergency function plays a central role in coordinating cross-sectoral humanitarian interventions across programmes, ensuring a child-centered and needs-based response to rapidly evolving situations in frontline and high-risk areas.
With continued shifts in conflict dynamics, more agile and anticipatory planning is required. The emergency function supports preparedness and rapid response mechanisms, including contingency planning, monitoring conflict developments, rapid needs assessments, and coordination of immediate life-saving interventions. This dedicated capacity enables UNICEF to respond effectively to urgent needs of affected populations, including winterization support, evacuation assistance, support to transit sites and collective centers, frontline humanitarian response, and participation in inter-agency humanitarian convoys.
Under the supervision of and in regular consultation with the supervisor, Chief Field Office in Odesa, the Emergency Officer will implement the country office emergency preparedness and response on the ground.
The position holder will carry the responsibility for leading emergency response activities in Kherson Oblast, a frontline region with a population of approximately 100,000. In addition, the incumbent will provide support for small‑scale emergency responses in Mykolaiv and Odesa Oblasts, including those related to strike impacts. The incumbent will be responsible for the technical contribution to the development, planning, implementation, monitoring and evaluation of the emergency interventions to advance the survival and well-being of children and mothers and affected communities in an emergency situation.

Minimum requirements
- Education: Bachelor or equivalent (First Level University Degree) in Social Science,Public Administration,Law/Legal Studies,Public Health,Business Administration, International Relations, Nutrition and any other related fields.
- Work Experience: At least 2 years of relevant work experience in Programme Management,Planning,Monitoring and Evaluation, Project Development, Implementation, Administration. and any other related fields.
- Skills: Reporting, Situation Analysis, Risk Analysis, Information Management.
- Language Requirements : English - Proficient/Fluent
