Eligibility criteria

Minimum age: 35 years old, unless specified otherwise below. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Under the overall supervision of the Head of Office and the direct supervision of the Programme Officer in Argentina, the successful candidate will be responsible and accountable for the overall implementation and management of emergency projects of the Country Office (CO) including planning and establishment of operational structures, budgeting and monitoring and evaluation of related activities.

  1. Supervise and coordinate the implementation of all operational aspects of IOM Argentina emergency operations and activities, particularly under the Refugee and Migrant Response Plan (RMRP).
  2. Identify new opportunities for emergency response, design and develop emergency projects, including activities to respond to the protection needs of women, children, and adolescents, in close consultation/coordination with Project Managers, donors, Programme Officer, Resources Management Unit, Project Development Unit, Operation & Emergency Unit and other relevant IOM Country Office’s, and government authorities as appropriate.
  3. Contribute to donor reporting, presentations, briefing notes, and/or joint documents as needed at the national, regional, or global level.
  4. Develop and consolidate emergency projects workplans, procurement plans, and distribution plans to ensure effective project implementation in line with the deliverables in a timely manner.
  5. Monitor project’s results, risks, expenditure trends, and financial requirements to meet project objectives.
  6. Provide assistance with the analysis, planning and development of IOM humanitarian emergency and transition/recovery initiatives at the regional and national level and in line with IOM agreements, policies, and standards.
  7. Gather information, compiles, analyses, and provides feedback (through research and attendance to internal and external meetings with, partner agencies and donors, government entities) and refer/flag-up relevant issues to the project managers for action. This may include opportunities for further projects, best practices, lessons learned or resolution of project issues.
  8. Coordinate, receive and manage Shelter/NFI pipeline requests from the cluster and or donor pre – selected partner and ensure dispatch of shelter/NFI stock in coordination with logistics clusters, border authorities, implementing partners and IOM procurement, logistics, transport, warehouse while ensuring completion, accurate record keeping, and follow up on issues.
  9. Perform such other duties as may be assigned.

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

  • Master’s degree in Social Sciences, Economy, International Relations, Development Studies, or a related field

Required experience:

180 Months

Experience remark:

  • Experience in fields related to IOM emergency programming including emergency coordination.
  • Experience liaising with government officials, donors, UN personnel, Non-Government Organizations, and other stakeholders.
  • Experience in project management including budget monitoring, management of staff; grant administration, etc.
  • Strong writing skills a distinct advantage.
  • Previous related experience in the field operations is an advantage.
  • Demonstrated ability to deliver on set objectives in hardship situations.
  • Proven records of effectively coordinating actions with other implementing partners.
  • Ability to manage a large number of staff and works effectively with authorities, stakeholders, beneficiaries, and the broader community to advance IOM’s objectives on the ground the broader community to advance country office objectives.
  • Works effectively in high-pressure, rapidly changing environments.
  • Coordinates actions with emergency response actors and making use of coordination structures.
  • Supports adequate levels of information sharing between internal units, cluster partners, IOM and other emergency response actors;
  • Establishes and maintains effective relationships with implementing.
  • Proven ability to work in a team and with counterparts at different levels.

Language skills:
