BACKGROUND

UNICEF South Africa together with the Resident Coordinators Office have received a request by the National Disaster Management Centre (NDMC) for support to strengthen national data and information management systems in emergency preparedness and response. This consultancy will articulate a business case for the use of DRONE technology to strengthen data collection to support a needs-based disaster preparedness and response approach and build the capacity of NDMC and potentially other Government Departments in this area.

Overall, this will contribute towards strengthening Government capacity and systems to plan, analyze, respond and monitor interventions before and during disaster responses.

PURPOSE OF THE ASSIGNMENT

UNICEF South Africa (SACO) is seeking to obtain consulting services from a qualified individual consultant to explore the use of DRONE technology for data readiness in emergency preparedness and response. Under the supervision of the PMRE Manager, with a dotted line to the Emergency Preparedness/ Response Focal Point and Deputy Representative, the consultant will develop a business case for the use of DRONE technology to collect data to support emergency preparedness and response including recommendations on how to build national capacity in this area.

SCOPE OF WORK

The consultant will help UNICEF through a one UN approach to articulate its value addition to support the National Disaster Management Centre (NDMC) and potentially other Government Departments (i.e. DSD) to strengthen national and provincial data and information management systems in emergency preparedness and response using DRONE technology. An initial scoping analysis of the key interventions and stakeholders in this area of work will lay the foundation for designing complementarity in the intervention, while identifying challenges and gaps, and potential partnerships. The intervention will ensure sustainability through outlining a plan for involving a capacity building component of the relevant Government Department (s).

  • An advanced university degree (Master’s or higher) in information technology, social science (Data and monitoring), international development, or comparable academic preparation.
  • A minimum of (8) years of professional experience working in emergency preparedness and response with a focus on information management, data, monitoring and / or programme planning /management is required.
  • Experience working in disaster management in South Africa is required.
  • Familiarity with the use of DRONE technology in disaster management is required.
  • Excellent soft skills, teamwork, and flexibility
  • Excellent knowledge of English and strong analytical and writing skills
  • Full working knowledge of MS Word, PowerPoint, Skype for Business, Zoom, and other presentation platforms.
  • Experience delivering results independently and at a distance in a timely fashion.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
