Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environment and natural resources in a sustainable manner.

Reporting Lines

The Emergency and Resilience Programme Expert works under the overall supervision of the FAOR Haiti, the direct supervision of the Senior Programme Officer, the day a day guidance of the Emergency Coordinator and in close consultation with the FAO Haiti technical teams and relevant Units of the Regional Office for Latin America and Caribbean (RLC), the Subregional Office for Central America (SLM) and Headquarters.

Technical Focus

Support the management and implementation of FAO’s Emergency and Resilience Programme in Haiti.

Tasks and responsibilities

Provide support to management and implementation of FAO’s Emergency and Resilience Programme in Haiti. The key functions of the consultant will be as following: • Coordinate the management and implementation of emergency and resilience projects; • Participate in needs and disaster assessments, including interagency assessments and analytical processes, and in relevant data collection; • Contribute to the design of the FAO country programming strategy, including Country Programming Framework, in regularly analyzing available data related to food and nutrition security assessments, emergency and resilience policies, strategies and response; and in developing various components of the strategy documents; • Participate in the design of the FAO’s emergency and resilience projects and programmes, including the preparation and presentation of concept notes, project proposals and fully-fledged project documents; • Lead and supervise the management and implementation of the ongoing projects and provide guidance to field project managers for assessments, decentralized coordination and project implementation; • Undertake travel up country to ensure adequate operational support is provided to the implementation of emergency and resilience projects and programmes, should security and sanitary conditions allow; • Provide operational support to the implementation of projects and programmes, including budgetary management and monitoring expenditures; • Ensure a timely and efficient procurement of project inputs and services (including Letters of Agreement with implementing partners) in accordance with FAO’s rules and regulations and in collaboration with the Procurement and Operation teams; Collaborate with the M&E Unit to ensure an adequate data collection, and with the Communication team to allow an active visibility of FAO activities and positioning; • Liaise with government, UN, cluster/sector, NGO and donor partners at the appropriate level to ensure the best preparation and implementation of emergency and resilience activities, and the integration of a humanitarian-development-peace nexus approach; • Contribute to the FAO-WFP led Food Security Sector, including for the development of the Humanitarian Needs Overview/ Humanitarian Response Plan (HNO/HRP), the organization of IPC analysis and training workshops and other technical working groups when required; • Prepare and participates in meetings and international fora related to humanitarian relief matters; • Formulate correspondence with recipient governments and donors. The Emergency and Resilience Programme Manager will also: • Promote capacity development at the country-level; • Provide support to resource mobilization activities; • Maintain and updates information systems and databases, as applicable; • Comply with the FAO’s security, PSEA, anti-fraud and other corporate regulations; • Perform other duties under his competencies as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in a discipline relevant to the mandate of the Organization; • Minimum of 5 years of relevant experience in humanitarian and agricultural/rural development sectors including work experience with national and international NGO’s, UN agencies, governments and donors; • Working knowledge of French and English. Knowledge of Spanish would be an asset.
