Organizational Setting

FAO is a specialized agency of the UN that leads international efforts to defeat hunger. FAO's goal is to achieve food security for all and ensure that people have regular access to enough high-quality food to lead active, healthy lives. With 195 Members (194 countries and the European Union), FAO works in over 130 countries worldwide.

FAO Country Offices, working under overall corporate guidance and in line with the Strategic Framework, offer policy advice and support to countries in the mandated areas of FAO, facilitated through partnerships, resources and an active country programme to provide technical assistance, develop capacities and deliver core services while fully observing international standards of accountability to establish leadership and strengthen impact at the country level.

The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources.

Specifically, FAO Country Offices:

(i) advocate, inform and support policies and investments in the areas of FAO’s mandate;

(ii) provide technical assistance and deliver core services;

(iii) assist and catalyse partnership and resource mobilization activities to support agrifood systems transformation;

(iv) position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation; and

(v) ensure risk-smart and accountable operations and management.

The position is located in FAO Representation in Haiti, Port-au Prince.

Reporting Lines

The Programme Officer reports to the FAO Representative (FAOR) in Haiti, in collaboration with the Deputy FAOR and relevant units of the Regional Office for Latin America and Caribbean (RLC), the Subregional Office for Central America (SLM) and headquarters, especially the Office of Emergencies and Resilience (OER).

Technical Focus

Programme implementation, including providing guidance and oversight of the administration and operations units, and day-to-day coordination and monitoring of programme development, resource mobilization and reporting.

Key Results

Develops, implements and evaluates effective leadership and management of major projects and teams in accordance with Divisional/Office/Centre objectives and the FAO Strategic Framework.

Key Functions

• Develops, implements and evaluates assigned programmes/projects; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective action; liaises with relevant parties; ensures follow-up action.

• Performs specific assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

• Researches, analyses and presents information gathered from diverse sources.

• Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies.

• Generates survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions.

• Organizes and prepares written outputs, e.g. background papers, analyses, sections of reports and studies, inputs to publications.

• Provides substantive backstopping to consultative and other meetings and conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations.

• Initiates and coordinates outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities.

• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.

• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget).

Specific Functions

• Supervises and coordinates the implementation of programme and project activities;

• Coordinates the preparation of strategies, programme and project design, and resource mobilization activities around programme priorities;

• Represents FAO in relevant fora and meetings as requested by the FAOR;

• Provides advice to develop policies and strategies as well as national protocols and guidelines for projects with specific domains related to FAO's work;

• Initiates contact with potential partners to explore funding opportunities, leads negotiations of funding agreements and project proposals with governments, international organizations, private sector and civil society partners;

• Maintains effective working relationships with key stakeholders throughout the project cycle, including support implementation, facilitates monitoring and compliance issues and ensures submission of reports, as required;

• Provides leadership to FAO's work on emergencies as part of the resilience work in the country including needs assessment, programming, implementation and resource mobilization, in liaison and collaboration with the Food Security Cluster, other UN agencies, civil society partners and relevant FAO personnel;

• Promotes the implementation, monitoring and quality assurance of all cash transfer components (unconditional cash, cash for work and coupons).

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree (Master’s degree or equivalent) in business administration or public administration, social science, political science or a related field.

• Seven years of relevant experience in project or programme management, administration or related areas.

• Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

· Work experience in more than one location or area of work, particularly in field positions, is desirable.

· Extent and relevance of experience in the management of technical cooperation projects and programmes, including the management of emergency and resilience related programmes.

· Extent and relevance of experience in programme/project formulation, analysis, planning and implementation.

· Understanding of FAO policies and programmes is considered a strong asset.

· Extent and relevance of experience in liaising with international donor organizations and development partners and in preparing proposals for funding, monitoring budgets and preparing financial reports in donor specific formats.

· Level of knowledge of results-based management methods and experience in their application.

· Extent and relevance of experience in Level 3/Scale up emergency environments is considered a strong asset.

· Working knowledge (proficiency – level C) of French is considered an asset.
