Result of Service The primary result from the consultancy service is to support UN Secretariat clients for technical documentations, design and conduct technical evaluation of bids received for engineering projects and services. The consultant will support SSU in planning and designing energy generation and distribution infrastructure (including diesel generators field power houses, renewable energy, electrical distribution networks and panelboards, etc.). The output of the service will be drafting and designing energy and electrical related technical documentation (including complete tender packages, drawings, cost estimates and bill of quantities, technical specifications and scope of requirement/works, presentations, etc.)

Expected duration The proposed consultant will be hired from as soon as possible for a period of 3 months. The consultant will work on-site for the full duration of the assignment.

Duties and Responsibilities The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all peacekeeping and special political missions around the world as well as to other UN Offices, Agencies Funds and Programs. This position is located in the Sourcing Support Unit (SSU) within the Supply Chain Service, at the United Nations Global Service Centre in Brindisi, Italy.

Under the supervision of the Team Leader and/or Chief Sourcing Support Unit (SSU), the electro-mechanical engineering consultant shall be required to perform the following duties, which are considered crucial to fully meet the Unit’s workplan Key Performance Indicators (KPIs): a) Develop conceptual and construction design documents for mechanical and electrical supply system (including Scope of Works (SOW), Bill of Quantities (BOQ) , technical specifications, drawings, cost estimates) related to any SSU standardized project or to any mission specific project, which could consist of modified ISO sea-containers, prefabricated buildings, or permanent structures; b) Develop standardized electrical/mechanical documentation/design packages as required for outsourcing engineering services, with emphasis on the use of sustainable energy; c) Develop electrical/mechanical modules for camp design and/or any other service package; d) Define requirements for upgrading existing mechanical/electrical related systems contracts (e.g. generators, photovoltaic panels, and any possible electrical related infrastructures) or for developing new ones. This includes the preparation of all relevant documents necessary for the bidding exercise (technical specifications, SOW, BOQ, Technical Evaluation Criteria (TEC)); e) Prepare tender documents package for the provision of electrical/mechanical equipment, supplies, spares, consumables and other goods and services as appropriate; f) Support and conduct technical evaluations of offers and assists in analysis of bids/offers and technical studies of documents, primarily in English. g) Collaborate in undertaking technical and feasible studies and taking part to site investigations, if required; h) Liaise with other engineers and mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data; i) Ensure full compliance with all environmental standards and requirements in carrying out the above-mentioned tasks, as well as compliance with overall policies, procedures and guidelines pertinent to mission activities, considering quality management and risk management best practices; j) Develop any further design/study/analysis as required and instructed by Chief SSU.

Qualifications/special skills Licenses & Certificates: Relevant license / certification to perform the Engineering profession in Italy in accordance with the Italian Legislative Decree n. 206 dated 09.11.2007, the European Directive 2005/36/EC, and the Italian Legislative Decree n. 200 dated 03.12.2014, is required. Academic Qualifications: Advanced university degree (Master's degree or equivalent)in Electrical or Mechanical Engineering. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advances university degree. Experience: A minimum of five (5) years of working experience in the relevant field of electrical or mechanical engineering is required. Experience in drafting electrical/mechanical systems drawings including draft of technical specification, cost estimates for engineering projects using MS Office is required. Experience in preparing technical documents package for the provision of electrical/mechanical equipment, supplies, spares, consumables and other goods and services as appropriate is required. Experience in conducting the technical evaluations and of analysis of bids/offers and technical studies of documents is desirable. Experience in the use of technical drawing software in a working environment, such as AutoCAD is desirable Language: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French is desirable.
