Under the overall guidance of the Team Leader, Service Center Unit, and direct supervision of Head of Engineering Unit, UNDP Yemen intends to hire qualified and motivated National Electrical Engineer to provide support for the overall management of engineering/ processes associated with Electrical works in the country office (CO), Sub-offices and the construction/rehabilitation UNDP projects in Yemen. The Electrical engineering Associate will work in close collaboration with operations, programme and projects teams in the CO.

II. Duties and Responsibilities:

Summary of Key Functions: • Supporting the implementation of engineering strategies related to the electrical and Renewable Energy • Supporting the implementation of engineering projects associated with Electrical works. • Supporting the supervision and monitoring of electrical and renewable energy projects. • Facilitation of Knowledge building and Knowledge sharing.

III. Specific tasks and responsibilities: Supporting the implementation of the electrical and Renewable Energy strategies: - Aware of the UNDP mandate and represents the institution at all times. - Support the engineering services process in the country office. - Supporting in the constant monitoring and analyses environmental, timely readjustment of the operation, advice on legal consideration and risk assessment that impacts on the engineering services. - Providing technical advice and support for electrical/ green Energy Projects Implementation. - Supporting the development of guidelines for the electrical solar and renewable energy initiatives. - Ensuring effective and efficient management of electrical and Renewable Energy projects.

Supporting the efficient implementation of engineering projects associated with Electrical works: - Providing technical support for designing and reviewing the electrical and Renewable Energy projects. - Participate in the assessment processes of required locations and prepare Bills of Quantities/Technical Specifications, cost estimate and Scope of Work pertaining to electrical works. - Assisting in reviewing technical documentation (design, calculation the electrical load, choosing the proper generators/ solar systems, technical description). - Prepare provision for solar system installation and PV system sizing in the accordance with existing electrical system. - Assist in finalizing the installation of the solar PV system by suggesting any required changes in system installation. - Assists in the preparation of tender documents pertaining to the electrical works of new projects (designs, bill of quantities, cost estimate and technical specifications) in accordance with International codes and relevant work practices. - Assisting in the analysis of measures, quantities, and description of each item in the offers against the advertised BOQs. - Participate in evaluation of bids for the electrical and Renewable Energy projects and respond to technical clarifications from UNDP procurement review committees. - Upon request, liaise and coordinate with the counterparts and others, to identify projects components and their needs to achieve proper planning and timely implementation of the projects. Supporting the supervision and monitoring of implementation of electrical and renewable energy projects: - Supervision of the electrical activities incorporated in the ongoing projects to ensure that the electrical works are implemented in accordance with the designs, technical specifications and other Contracts documents. - Supervising contractors’ performance in all matters related to the electrical works, and ensure that the minimum safety requirement is adhered to, in all the ongoing projects sites. - Check and review material submittals and equipment incorporated in the works to ensure the compliance with designs, specification, instructions and safety regulations as per contractual agreements. - Ensure that the health & safety measures are adopted and followed to the full extent and with no deviation and if needed instruct additional safety measures. - Inspect the solar system components (sample) provide by the company/ies to ensure their compliance with technical specifications. - Review the Contractor’s work schedules and updates thereof; closely monitor the work progress. Preparation of inspection/progress reports. - Verify the works submitted by contractors/and or consultants, check and record the measurements of the executed electrical works and provide a report to Head of Engineering Unit for preparation of payment certificate. - Inform the Head of Engineering of any problem which may raise with the contractor. - Provide reports for contractor claim and/or variation of orders for approval of Head of Engineering Unit. - Participate in preparing written snag lists for final project handover. - Carry out any other tasks related to the works and project given by head of engineering unit. Collaboration with relevant institutions and Facilitation of Knowledge building and Knowledge sharing: - Assist in training session to the contractors for enhancing their capacity. - Assisting in organizing training on the electrical and renewable energy projects for the staff in the office. - Share relevant operational experiences in solar energy/ electrical project with colleagues and counterparts. - Learning and sharing knowledge and encourage the learning of others.

• Minimum 5 (five) years’ experience as Electrical engineer. • Proven experience with solar PV system design and installation. • Experience in preparing drawings, BOQs, design and cost estimates of required electrical works. • Experience in supervision/monitoring of implementation works of electricity sector projects. • Experience in assessing quality of materials, equipment and recommendations in accepting/rejecting them. • Knowledge in fire protection schemes and systems. • Knowledge of the general situation and similar working experience in the region. • Knowledge of international standards, specifically for electrical equipment, installation and testing procedures. • Knowledge of green energy technologies is an added advantage. • Experience with UN or international organization would be an advantage. • Proven ability to work with multi-disciplinary teams and liaison with local authorities. • Fluent English and Arabic, both spoken and written

The Republic of Yemen is categorized as one of the least developed countries in the world. Yemen remains the world’s largest humanitarian crisis and aid operation. The crisis is the result of a brutal armed conflict that escalated six years ago. It has killed and injured tens of thousands of civilians, causing immense suffering for the Yemeni people.

The economy and the currency continued to collapse as foreign reserves were depleted and the government was unable to subsidize food and other commodities for which Yemen is 90 per cent import-reliant. The situation was exacerbated by the global COVID-19 turndown which led to a sharp drop in remittances – the largest source of foreign currency and a lifeline for many families where 80 per cent of people live below the poverty line. As a result, millions more people cannot afford to meet their basic needs.

Based on the 2021 HNO analysis, 20.7 million people – 66 per cent of the population – are estimated to need humanitarian assistance in 2021; 12.1 million people of whom are estimated to be in acute need. These people are facing crisis or worse levels of severity of needs, in obtaining the necessities of life, maintaining their health and wellbeing, and the coping strategies employed just to stay alive.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
