We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services is shortlisted for the EU-funded tender: EU Support to Democratic Governance in Nigeria (SDGN) phase II.

The overall objective of the action is to foster a functioning pluralistic, inclusive, participatory and representative democracy in Nigeria.

The purpose of this contract is as follows:

  • To engender the conditions for inclusive, transparent, credible, and peaceful elections and a more inclusive decision-making process with the meaningful participation of all sectors of society, including women, youth, and other marginalised groups.
  • In collaboration with the technical team of the Chairman of the electoral management Body (INEC) already embedded in the programme– Chief Technical Adviser, Special Adviser and Chief Press Secretary - provide capacity development support, technical assistance, policy and expert advice to the electoral management Body – the Independent National Electoral Commission (INEC).
  • To contribute to the implementation of the EU Electoral Observation Missions (EU EOM) recommendations, as well as EU EOM follow up mission recommendations.
  • Under the direction of the EU Delegation, support Monitoring and Evaluation as well as communication and visibility activities across the programme components.

Your tasks

Under the overall strategic direction of the Team Leader, the election administration specialist will work closely with the technical team of the INEC Chairman, INEC officials at various levels and the Programme Officers of the other components of the programme. He/she will provide policy and technical support and advice, prepare and implement activities as detailed in the annual work plan and undertake tasks as directed by the Team Leader.

Your profile

Qualifications and Skills Minimum Requirement

  • Advanced university degree (Masters or Ph.D.) in the humanities, law or social sciences

Preferred Experience

  • Experience with EU funding instruments, preferably European Development Fund (EDF)

General professional experience

Minimum Requirement

  • At least 10 years of experience in the area of democracy and democratic governance dealing with electoral issues

Preferred Requirement

  • Experience working in politically polarized countries implementing electoral activities in a highly politically sensitive environment
  • Fluency and excellent communication skills in the English language

Specific Professional Experience

Minimum Requirement

  • At least 6 years of experience providing technical/advisory services to electoral management body (ies). Experience in West Africa will be an advantage

Preferred Requirements

  • In-depth knowledge and understanding of the political and electoral context in Nigeria and West Africa
  • Experience in providing advisory, strategic, operational and logistics planning support toElection Management Bodies
  • Capacity to design and implement electoral activities such as civic/voter education, voter registration, and promoting inclusivity in the electoral process and electoral activities such as civic/voter education, voter registration, and promoting inclusivity
  • Strong interpersonal skills to engage with key stakeholders including political parties, the media, civil society, and the security agencies
  • Experience in the planning, management and deployment of electoral technology will be considered an advantage
  • Ability to utilise relevant programme management and ICT tools facilitate, co-ordinate and manage complex and sensitive training, report writing and policy briefings
