CONTEXTUAL BACKGROUND

The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In February 2014 the IRC moved into Adamawa State in NE Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict affected populations. IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri and Monguno of Borno state, Damaturu of Yobe State, Zamfara, Sokoto and Katsina states. Currently, IRC Nigeria implements programs in Health, Nutrition, Environmental health (WASH), women’s protection and empowerment (WPE), protection, child protection, education, food security & livelihoods AND Governance.

Job Overview/Summary

The EH/WASH Hygiene Promotion Officer will be based in Mubi and reports to the Environmental Health Manger with technical oversight by the Senior Environmental Health Manager. This position is responsible for leading all EH software/behaviour change related activities in Adamawa state. The position supports community engagement and mobilization, facilitating training and mentoring of community structures, supervision of workplans and activities of community structures. He/she will ensure regular site visits and provide quality check and supervision of EH activities in Adamawa state.

This position will report stage by stage progress of all software activities including the identification, registration of clients, distribution, trainings, mentoring and coaching and follow up of all WASH structures and activities and final hand over to the relevant stakeholders. The holder of this position will work with the EH Manager/ Sr EH Manager and Coordinator to ensure project deliverables are implemented accurately.

Technical Quality

- Directly implement hygiene promotion activities in the health facilities and communities; this includes household visits, hygiene awareness sessions and distribution of hygiene promotion materials. - Coordinate closely with the EH Officer/assistants, Hygiene Promoters and water point chlorinators over water quality and beneficiary needs and preferences regarding water collection points. - If requested, participate in any inter sectorial assessment process, including analysis and planning. - Directly manage the day-to-day hygiene promotion activities in the field locations. - Ensure that hygiene promotion activities meet agreed objectives within the timeframe. - Ensure program activities foster accountability to beneficiaries, Safeguarding, gender and protection sensitivity and inclusion are adequately addressed in programming. - Distribute Information, Communication and Education (IEC) materials to Community hygiene Promoters and train hygiene promoters on their appropriate use. - Provide technical support and training for hygiene promoters, community volunteers, community leaders, community hygiene clubs and WASH committees. - Provide regular reports, document results, and maintain detailed records - Provide weekly reports of progress on hygiene promotion activities. - Maintain comprehensive control systems on materials and tools used including notes on quality of materials and detailed NFI distribution records.

Position directly Supervises: Environmental Health Hygiene Promotion Assistant.

Qualifications

- Bachelor’s degree/HND Public Health, Environmental Health/Management/Science, Biological Sciences, Social science, or any other relevant qualification. The candidate must have a good understanding of software components of WASH including WASH in emergency, sustainable Hygiene promotion models and the ability to demonstrate water quality analysis. - Candidate must have 5 years of proven and successful experience with Non-profit organization in WASH Hygiene promotion/software subsector. - Demonstrated experience in facilitation of WASH trainings for Water user committees, Hygiene promotion volunteers, Mother to mother support groups and Community health volunteers. - Candidate must demonstrate ability for community mobilization and engagement. - Willingness to work under pressure and stressful situations with minimal supervision and without compromising deadlines or quality. - Candidate must be familiar with GEDI, Protection and Safeguarding principles and see it as a source of competitive strength. - Good communication, detailed presentation, and interpersonal skills - Excellent computer skills and competency in Microsoft Word, Excel, PowerPoint, Teams, Outlook office etc. - Willingness to travel to field sites under demanding conditions.

Demonstrated Technical Skills:

- Good communication skills, effective in representation and liaison with community members and leaders. - Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.

- Languages: English, Hausa

Computer/Other Tech Requirements:

- Full professional competency in Google map, Microsoft Office Suite, Excel, PowerPoint, Teams, Outlook office. - Ability to travel regularly to project locations.
