Job Description

The International Rescue Committee (IRC) is a non-governmental organization whose mission is to help people whose lives and livelihoods are shattered by conflict and disasters, including the climate crisis, to survive, rise up and take charge of their future. IRC began operations in Chad in 2004 to respond to the humanitarian crisis caused by the influx of refugees from Darfur to eastern Chad. Assistance to Sudanese refugees extended to the management of eleven camps in the East and one camp in the West with assistance to refugees and local communities in the areas of health, nutrition and water, hygiene and sanitation. In 2012, IRC has expanded its geographical coverage in the province of Guéra where the organization currently works in five health districts and provides malnutrition prevention and treatment services to the local population as well as family planning, response and prevention activities. gender-based violence (GBV). In May 2016, IRC established its presence in Lac Province to respond to the Boko Haram crisis. She implements assistance projects in health, nutrition, economic recovery as well as protection and response to GBV. In 2020, IRC expanded its response in the capital by assisting flood victims. Job overview :

The EH Manager who is entrusted with the coordination and implementation of project activities in the field: he/she ensures the supply of drinking water and in sufficient quantity to the populations; develops and promotes access to sanitation structures at the domestic and/or collective level; he/she coordinates hygiene promotion and ensures the implementation of a water management system. he/she will be responsible for the prioritization and coordination of the start-up and management of technical interventions, and will contribute to the development of concept documents and intervention proposals in close collaboration with the team and under the Supervision Lake Health Program Manager. Furthermore, EH Manager will support the training of local staff and stakeholders on WASH-related topics and will also be responsible for compiling activity reports and ensuring quality of services. He/she is also responsible for achieving program objectives and results within contextual constraints. To carry out these missions, he/she relies on skills and/or technical knowledge that allow him/her to assess health conditions upstream and implement the necessary WASH interventions. Other objectives for the EH Manager relate to meeting quality standards in WASH service delivery, encouraging beneficiary participation,

Main responsibilities:

The main responsibilities are as follows:

- Support the conduct of needs assessments and project design - Plan/coordinate implementation of WASH activities in the field in collaboration with UNHCR implementing partner - Support the development of APS and APD for the construction of WASH infrastructure and buildings - Ensure quality control of construction/rehabilitation works (standpipes, ferrocement tanks, latrine slabs, etc.) - Ensure the reporting of activities, administrative management, budget management of WASH projects and data collection for better feedback on the program as well as capacity building of the WASH team - Fully play the role of Co-facilitator of the Eastern WASH sub-cluster and ensure IRC representation with partners - Support the project manager in the rational management of the PRM budget according to the requirements of the donor and IRC (INTEGRA) - Support the technical coordinator and project managers in their various tasks...

Main working relationships:

Line Supervisor: Field Coordinator Position under direct supervision: WatSan Officer and Social Mobilization Supervisor.

Indirect Supervisor: EH Coordinator, Senior Project Manager, Field Coordinator and Senior Area Coordinator

Other internal and/or external contacts: RAS

Internal: Health program team, SE/WASH program team, Finance & logistics

External: Ministry of Health through the health delegation and district chief doctor of Abéché, Adré, the UN and other NGO partners.

Qualifications

Education :

- Have a bachelor's and/or master's degree in civil engineering, hydrogeology, hydraulics, architecture and/or approved title of water, hygiene and sanitation manager or other relevant technical sector related to WASH. - Computer proficiency certificate will be an asset.

Experiences:

- Have at least 05 years of proven experience in the WASH field - Good command of animation technique; - Be able to work with people from different cultures and religions. - Knowledge of environmental health is an asset.

SKILLS :

- Ability to animate, communicate in front of a troupe; - Have excellent document writing skills (Reports, minutes of meetings); - Capable de travailler sous pression ; - Avoir travaillé dans une Organisation Humanitaire ou de Développement précisément dans des programmes WASH/santé serait un atout ; - Adhérer aux principes et valeurs d’IRC ; - Bonne Maîtrise de l’outil informatique Word, Excel, Power Point est un atout ; - Avoir une bonne capacité de travail en équipe ; - Être rigoureux, honnête et très transparent.

Connaissance des langues :

- Bonne connaissance du Français, Anglais (atout) et l’Arabe.

Environnement de travail : L’employé(e) travaillera au bureau dans un environnement de Diversité, égalité et inclusion en respectant nos valeurs fondamentales. Il/elle est appelé à collaborer avec les partenaires étatiques, ONGs, UN. Il doit être régulièrement sur le terrain pour s’enquérir de la bonne de la bonne pratique d’hygiène et collecter les données pour du projet.
