GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services is shortlisted for the EU-funded tender: „Technical Assistance for the Implementation of Education and Youth Empowerment in Northern Nigeria” in Nigeria.

The overall objective (Impact) of the Education and Youth Empowerment in north-western Nigeria (EYEPINN) to which this Technical Assistance Support to the National Government and to the basic education ministries department and agencies contributes is: The emancipation of the poorest, underserved and most marginalised population groups, including women and girls in the North-West of Nigeria.

The Specific Objectives (Outcomes) of this action are: SO1: To strengthen the education sector planning and policy framework implementation SO2: To increase access to safe learning environments and improve the quality of teaching and learning for all, with particular attention to participation of girls.

Your profile

Qualifications and skills Minimum Requirement Advanced University degree (Masters or PhD) level in Policy Studies, Education, Development Studies, Economics or other related fields.

Preferred Experience Fluency in the English language: fluency in Hausa an asset.

General professional experience Minimum Requirement

  • At least 8 years of post-graduation professional experience in the area of educational management/administration.

Preferred Requirement

  • Experience with EU funding instruments such as the European Development Fund (EDF) and EU funded development projects.

Specific professional experience Minimum Requirement

  • At least 5 years of experience in education-related projects including institutional and policy reviews in developing countries.

Preferred Requirement

  • Proven experience with management of global education funds and establishment of M&E systems in the Education sector;
  • Proven experience with governance, accountability, civil society (including media and private sector), and gender issues related to the education sector in developing countries and education in emergency and conflict settings. Knowledge of EDF and NDICI regulations and procedures will be an advantage.

Location information

The project will be implemented in Abuja and in the three North-western States of Jigawa, Kano and Sokoto. The team leader of the technical assistance team will be based in Abuja to support the FMoE and related agencies to implement the national-level activities, while the technical assistants (key experts 2 and 3) supporting the States will be located in the respective capitals of the States.

Start date & period of implementation The intended start date is 07 May 2024, and the period of implementation of the contract will be 48 months from this date (for a minimum of 880 days).
