What we are looking for:

The purpose of the Education Specialist position is technical development of the Education core competency, strategic direction and quality assurance, the education strategy and quality control. The Education Specialist is responsible for mentoring, training, and capacity development of staff on education technical capacity, as well as supporting the integration of Youth programming across relevant core competencies, particularly Livelihoods.

What you will do:

Key objectives for this role include:

  1. Develop Education strategy, technical SOPs, and Log frame in line with NRC Programme Policy and national and international standards, and in coordination with other Core Competences
  2. Compliance with and adherence to NRC policies, guidance and procedures
  3. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  4. Identify trends, technical standards and donor priorities
  5. Follow up on compliance with contractual commitments within CC (Core Competency), ensure high technical quality and synergies in project implementation

Specific Responsibilities:

  1. Responsible for the consolidation and roll-out of NRC’s Education response strategy in Moldova, in close coordination with the objectives of the Ministry of Education and relevant youth platforms
  2. Identify new opportunities for programming, synergies with other Core Competencies, and partnerships
  3. Provide technical and strategic guidance to local partners, Education Programme staff, and other relevant CC staff involved in youth programming, across NRC’s operational locations to support quality project implementation.
  4. Play a leading role in the Education Working Group, country level or regional coordination, and technical forums relevant to family-level decision making about children and youth, and identify contextual trends relevant to programming and future opportunities
  5. Support the Head of Programme and Advocacy and Communications Manager in identifying and pursuing advocacy opportunities related to education and youth

What you will bring:

Generic professional competencies:

  • Minimum 5 years of experience within technical expertise area in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts.
  • Education Core competency expertise.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge, and experience:

  • Knowledge of the Ukrainian displacement context, particularly in Moldova, is desirable
  • Experience in consolidating education in emergencies response including assessments, developing response strategies.
  • Experience with partnership-based approaches, coordination and holistic programme designs
  • Experience in implementing the following interventions is an asset: Psychosocial Support interventions, (including Better Learning Programme), and experience with integrated programming is desirable, particularly Youth and livelihoods programming.
  • Experience with applying ICT (Information and Communication Technology) tools in assessments, for analysis, documentation and reporting
  • Experience with developing proposals, budgets, work plans, and monitoring and evaluation.
  • Experience with capacity building and team building of staff and community mobilization
  • Knowledge and understanding of humanitarian standards such as INEE and Sphere

  • Duty station: Chisinau, Moldova
  • Contract: international contract, 12 months (extension available upon funds availability)
  • Travel: 30% within Moldova
  • Salary/benefits: grade 9 on NRC’s country salary scale.
