Background Within the framework of UNESCO’s Global Education Coalition, and the UNESCO Caribbean Office Education programme, “Education response to COVID-19: Distance Learning and training Strategies in the Caribbean Region”, UNESCO Cluster Office for the Caribbean will recruit a Project Officer for Education to undertake tasks and responsibilities to implement project and daily operations, thus enhancing the implementation of the above-mentioned project. The project, “Education response to COVID-19: Distance Learning and training Strategies in the Caribbean Region”, is an extra-budgetary programme with the objective to support UNESCO Member States through the development of quality distance education and training in the Caribbean offering coordinated support to 20 Caribbean SIDS. The project will strengthen countries’ capacities to implement quality distance and blended learning programmes, as part of their education systems, to ensure learning during and after the pandemic, especially for the most vulnerable girls, boys and youth, and address possible gender gaps from distance learning opportunities created by the programme. The project focuses on capacity development of teacher trainers, teachers and education leaders on digital skills and blended learning solutions, as well as increased access to professional development opportunities for teachers in 20 Caribbean SIDS. Long Description ---------------- II. Duties and requirements Under the overall direction of the Director of the Cluster Office for the Caribbean, and direct supervision of the Education Programme Specialist, the incumbent will be appointed as Project Officer within the framework of the UNESCO Programme, “ Education response to COVID-19: Distance Learning and training Strategies in the Caribbean Region”. S/He will be responsible for coordinating the programme activities related to the objectives of the above mentioned programme. He or She shall assist in the overall planning, implementation, monitoring, evaluation and reporting of the programme. Specifically, s/he will undertake the following tasks and responsibilities: 1\) Coordinate the organization and implementation of all activities specific to the above-mentioned teachers’ blended and online professional development programme: Coordinate timely implementation of activities related to the project; Ensure coordination with national counterparts (MOE, teacher training institutes, Blackboard, UWI, National Commissions of UNESCO etc.) and other partners in the Caribbean countries; Coordinate arrangements for online meetings and training sessions; Assist in administrative and financial matters required for the project; Assist in SISTER programming and monitoring for the programme; Support when and as required in the work of inter-agency working groups on Education and ensure cooperation with UNESCO’s major partners. Compile, edit and synthesise documentations and prepare background briefing papers, particularly with a view to making strategic decisions and adding technical value and input to the programme activities. 2\) Provide assistance with regular communications: Liaise with organizational units and ensure regular coordination for daily activities and communication with UNESCO HQs, offices, and institutes to deliver results; Build synergy with UNESCO programmes and activities; Ensure coordination with national counterparts and partners in the Caribbean Cluster States; Assist in identification of potential partnerships and or synergies with sister UN agencies and ensure that the programme activities are well represented in the UN frameworks in the region. Draft correspondence, and communications related to various aspects of the programme administration, including workplan and budgets, revisions and other related issues, as well as prepare unit contributions for a variety of periodic reports. Prepare briefs as necessary on the project for the participating partners and for internal use. Ensure timely availability and access to all programme documents for technical partners and other entities. Collaborate with Office Caribbean Office Public Information Officer for timely dissemination of news on UNESCO website and news-media. Long Description ---------------- (3) Maintain a follow-up system on the implementation and completion of the education project as per agreed timelines: Prepare, maintain, and update files (electronic) and internal databases; Maintain a follow-up system on programme work and implementation, keeping track of budget status and provide SISTER programming and monitoring; Prepare periodic reports and documents on project activities as per project requirements; Ensure all publications are distributed and disseminated to relevant institutions; Coordinate final evaluation of project with concerned entities. Revise project documents and budgets, drafting project reports and follow up on project evaluations. 4\) Other Tasks Support the work of the ED Programme Specialist to draft letters, invitations, presentations, concept notes, agendas, reports and undertake specific topic- oriented research to support the work of the programme or any other tasks. Carry out any other tasks that may be assigned by the Director of the UNESCO Caribbean Office. The incumbent works within the framework of UNESCO’s Medium-Term Strategies (C4s), approved Programmes and Budgets (C5s), the Operational Strategy for the Priority Gender Equality Action Plan as well as within the framework of international agreed development agendas as Agenda 2030 for the Caribbean region. WORK EXPERIENCE -At least three years of relevant work experience at the national, regional, and international levels, in the field of education, with at least one year of experience in teacher’s professional development. SKILLS/COMPETENCIES -Proven administrative and organizational skills in preparing and implementing workshops, trainings, and conferences including online webinars. -Experience in team work, and management of education programmes. -Ability to maintain effective working relationships with colleagues and with people of different nationalities and cultural backgrounds. -Excellent computer and other IT skills, including preparing power point presentations using multi-media.
